Good day Mr. Mayor and Members of the City Council During the presentation for Item 18 the staff will show you a slide show. On slide 16 is a list of several items that may be postponed. I urge you to cancel the $250,000.00 Cliff Drive Mobility Improvement concept design. At the January 28 council meeting this council agreed to postpone all traffic related changes in that area until the effects of the NMUSD Ensign Security Fence project could be studied. Whatever the outcome of the Cliff Drive component of the project the effects could not be considered until the kids go back to school. Regarding Slide 6: 1 also support the cancellation of the summer peninsula trolley. I don't think anyone will be riding on one of those small busses anytime soon. May 12, 2020 Mariners Mile is an historic landmark piece of Newport Beach that should be preserved for everyone to enjoy. Malibu Village would be an example of an assorted array of interesting shops that families could enjoy. We already have a village of people living all around Mariners Mile. The expansion of Pacific Coast Highway to 6 lanes is not in keeping with our neighborhood. This mile should be slow. We should have interesting venues for visitors to enjoy, not a lot of condominiums blocking views of the bay. We need bike lanes & parking along our main street, PCH. There are lots of ways around Mariners Mile if People want to go fast. And we don't need bridges cutting across our mile! Stop lights and cross walks are appropriate for a village, not 60 mph. The monumental size of the proposed development would in mean a large increase in population density and increased traffic on PCH every day all day. The Project blocks long time PUBLIC views from our parks and from PCH. The old Stuffed Shirt, and exceptional historic piece of architecture, would be obliterated by a parking structure and a boat rental building. Parking structures are noisy and honking cars from locking and unlocking would echo off our houses above PCH causing a huge increase in noise pollution. Everyone needs to slow down and enjoy Mariners Mile. It would be most appropriate if The City of Newport Beach owned this historic mile as they do PCH in Corona del Mar. That way we could relax, drive slower and enjoy our historic landmark mile. Park along it and enjoy some interesting shops. Summary: The Newport Village Project has a plethora of concerns. Specifically, there are not enough details at this time to initiate the development of an EIR. However when an EIR is developed it should address but not be limited to the following issues 1. No expansion of Pacific Coast Highway to 6 lanes. Additionally the methods to synchronize and slow traffic through the Village to assure safety. 2.The increase in traffic and a calculation of the number of vehicular trips on a per hour basis and specifically during the times that children are biking to and from school. 3. The increase from the Village in light, noise and air quality pollution. 4. There needs to be an incorporation of pedestrian and bike paths into and through a village that has interesting venues for all the residents who live in the area already. We really don't need more residents or cars. Neighborhoods of families surround Mariners Mile now. 5. The inordinate size of the proposed Village on a relatively small acreage. 6. The determination of the cumulative air emissions of the current site emissions plus the future additive air emissions from the Village. 7. Changes to the marine and biological resources on site and in the immediate vicinity. My family, now 3 generations, has been a residents of Newport Heights since 1963 and has always enjoyed the public views of the bluffs and the harbor. These views from the parks, PCH and the harbor are picturesque, frequently photographed by residents and tourists, and have been enjoyed for decades. No new bridge should have ever crossed our Mile without a house by house vote of the residents who live here. I voted it down in the beginning of the talks and never heard of its existence until it was under construction. I personally feel under -represented! What we residents don't want is a duplicate of what happened to PCH in Huntington Beach and to the now sad overpopulated condos in the adjacent neighborhoods. no condos on PCH! It creates more traffic! And no BIG HOTELS! In addition, the proposed plan of the Village should be disallowed as it may undermine the cliffs as well as eliminate the majority of our unique views. The EIR should specifically calculate the percentage of the public view loss resulting from this project. Also consider what is proposed on the bay side of PCH. Especially the building of large buildings on the water side of the PCH including the proposed parking garage and building adjacent to it where the old Stuft Shirt dining and dancing was held in the beautifully designed building that is there to this day with a clothing shop A'maries, but will be obliterated by those ugly new buildings! We need to have our representatives looking out for us, our families, the aesthetics of Mariners Mile. We don't want every inch of land developed 200% and that includes Newport Heights and Cliff Haven, the neighborhood we live in as well as along PCH & Mariners Mile. We live here and our quality of life should be taken into consideration not obliterated for a huge out of control project in a unique historic area. The restaurant should be on the water... the other side of the PCH not the neighborhood side and not with roof dining or anything! No parking structures on Mariner's Mile ever! We dealt with that when the horribly designed John Dominus Restaurant was built. Loud noise of talking, skateboarding, care alarms. locking & unlocking cars -all night every night carried by the onshore air current from the water to the cliffs. I hope you get the idea here noted that this is not Santa Monica, please keep it family oriented, historic, peaceful and slow! Hello NBCC, I am excited to see the plans to re -configure Cliff Drive. I am hoping to see a few things, but would preface by saying that I hope for the safety of pedestrians and bicyclists along this busy street, and that the aesthetics of the street match the neighborhood. I think the biggest safety concerns related to that stretch of Cliff are: a) the speeds that cars attain and the partial separation of cars and pedestrians/bikes, b) the intersection of Cliff and Irvine, c) the section of Cliff between Tustin and Riverside, and d) the cross between EI Modena and the Park. I would hope that the plans stop traffic at Tustin and Cliff (where Tustin intersects the north side of the street) — this is critical for kids biking to Ensign from Lido Island or the Peninsula (this will continue to be true after the planned renovation of the school). I would hope that there is ample room on both sides of the street to bike and walk. I would hope that parking is restricted on Cliff within 45 feet the near -traffic side of each street that intersects Cliff. Said another way, if you're heading towards Newport Boulevard on Cliff, there should be no cars parked on the right side of the street within 45 feet of each street that butts into Cliff. It will give pedestrians and cars visibility to each other. This is especially needed at EI Modena, though I see people crossing Cliff on foot from each intersection. Thousands of non -vehicular commuters and I will thank you. When I receive emails from neighbors about "SECRET" concepts you -all are considering I get scared. I live in the Cliff Haven old fashioned neighborhood - AKA Newport Heights, the low end of Newport Beach where simple folks can live affordably in a no street light, no side walk, environment. We bought our first home in 1969 on Tustin Avenue for the same price as the 3 bedroom in the new Harbor View development because we wanted the old fashioned neighborhood. Boring for you maybe but perfect for us. So "What's going on?" I've lived here for 45 years. Kids have made it to Ensign and Newport Harbor from the peninsula and Lido and Newport Shores on their bikes or walking just fine. Why would you want to smash the property designs and rights of the folks on the inland side of Cliff at this time? What is going on with you all? Not everyone wants to be perfectly manicured and organized like the newer areas of Newport Beach. Please leave us alone. I have not seen ANY information on this project. If it's what I think it might be (expanding the east sidewalk all the way to Irvine Avenue for school bikes and pedestrians) I would like to make a suggestion: Attached are pictures of the fabulous street crossings at Cliff and Avon. Please consider creating the same street crossings at the two most dangerous areas for our kids going to school. 1) Cliff and Riverside and (2) Cliff and Tustin. Drivers DO NOT stop at those stop signs and visibility of bikes coming is almost impossible. A cop was giving tickets every 5 minutes yesterday at Cliff and Riverside. This type of crossings at those intersections could save lives!!
