Committee on Local Business Advancement Recommendations
Dear Mayor O'Neill and City Council Members:
At a meeting of the Newport Beach Chamber of Commerce Board of Directors this morning, the
Board voted unanimously to urge the City Council to approve the proposed Emergency
Ordinance in Agenda Item No. 11 and the recommendations of the Ad Hoc Committee on Local
Business Advancement in Agenda Item No. 12.
It is the hope of the Board that the once approved, City Planning Staff will quickly implement
the approval of Temporary Use Permits that will allow local businesses to successfully reopen
without any major red tape or burdensome requirements on businesses that have been struggling
to survive. Being able to expand their footprint onto adjoining sidewalks, patios and parking lots
will help to offset some of the reduction in occupancy and the spacing requirements that come
with the need to maintain social distancing in workplaces and places of worship.
The Board is also encouraged to see the support of the local business community through the
provision of marketing and other funds to the Balboa Village Merchants Association (BVMA),
the Balboa Island Merchants Association (BIMA), the Corona del Mar BID and the Restaurant
Association BID (DineNB). Local business has been hard hit and we are already seeing some
merchants announce that they have closed their doors permanently. We expect that others will
follow. Anything that can be done to aid our restaurants and shopkeepers will go a long way
towards keeping our economy vibrant, our tax base solid and the fabric of our community strong.

look forward to addressing the extraordinary impact of the covid-19 virus. Our concerted effort
is focused on getting our stores "up and running again". We have secured our exempt status
through the State of California Franchise Tax Board and look forward to promoting businesses
through the Balboa Island Merchants Association in providing and maintaining a safe and
healthy environment for residents and visitors to enjoy.
Our membership is comprised of merchants who have been doing business on the Island for
decades sharing a priority in creating an appealing and prosperous business environment for
our customers.

Dear Mayor O'Neill and City Council Members:
As a group of former Newport Beach Mayors and Mayors Pro Tem concerned with the safe
recovery of Newport Beach, we have reviewed the proposed Emergency Ordinance in Agenda
Item No. 11 and the recommendations of the Ad Hoc Committee on Local Business
Advancement in Agenda Item No. 12 and urge the City Council to approve these two items.
We feel that a quick implementation of the ordinance for Temporary Use Permits will be most
beneficial for our local businesses. Allowing businesses to expand their operations onto
adjoining parking lots, patios, and public spaces such as sidewalks will be most beneficial to
these struggling businesses and religious entities. Being able to help offset some of the reduction
in occupancy and the spacing requirements that come with the need to maintain social distancing
in workplaces and places of worship will be most helpful. It is our hope that the once approved,
the approval of Temporary Use Permits will be quickly implemented by staff so that local
businesses can successfully reopen without any major obstacles or complicated requirements.
Supporting the local business community through the provision of marketing and other funds to
the Balboa Village Merchants Association (BVMA), the Balboa Island Merchants Association
Inc, Balboa Island Merchants Association, the Corona del Mar BID and the Restaurant
Association BID (DineNB) is also a positive step. Some merchants have announced that they are
closing their doors permanently while other have been hit hard and are close to closing.
Anything the city can do to support these very important business segments will only help assure
we continue to have a vibrant business community in Newport Beach.
