Dear City Council Members, I am writing you to please support Muldoon's item at the City Council meeting on Tuesday to reinstate the Junior Guards with modifications that meet the Governor's requirements that were just released for summer programs. The Newport Beach Junior Lifeguard program is so amazing for our city's youth. My daughter had her first season last year and she loved it! It gave her confidence, self reliance, and further respect for authority. She has been talking about her next summer with Junior Lifeguards all year and was crushed when it was canceled for the summer. The quarantine has been detrimental to our kids physically, emotionally and mentally. Giving them back this amazing program would do amazing things for our kids. If this program is cancelled I am concerned that kids will all just go to the beach anyways, but not with the same level of direction and supervision. In any presentation --whether compressed days, smaller groups, a shorter session, or whatever social distancing or other modifications are needed in order to make sure the NBJG program is as safe as possible --please know our family supports the NBJG program this summer. We know we are one of many Newport Beach families who feel this way. While I know these are unprecedented times, NBJG is something my daughter looks forward to all year. She trains hard in a year round swim team program (which has also been suspended due to COVID) to make sure she can pass her swim test and have a "super epic" summer. The longterm goal -setting with swim team and NBJG are both such great life lessons and skill /competency building foundations. From a mental health standpoint, NBJG has been one of the most validating and confidence -building experiences she has ever had. In our opinion, NBJG is perhaps the single most valuable service the city offers our children. Good afternoon. I am writing to let you know that I am very much in favor of the city running the junior lifeguard program. While I understand that certain modifications will be necessary, I think that it is very important for the kids to keep active and social. You should know that many children have been going back to their old ways of seeing each other at the beach. If you don't teach them this summer, you will be watching and/or saving them instead. Please do not cancel the program. We need to move towards normalcy and know that if a problem surfaces, you can promptly shut it all down again. Hello, We have been told city council is voting on Tuesday on whether to have JGs this summer or not. I know there are several factors involved in making this decision but I am writing as a parent to hopefully be another voice in favor of having guards this summer. My son went through the program and my daughter will be a B this summer and will miss the program so much if it doesn't happen. I know many parents who are in favor and are even willing to sign a waiver if that will make the program happen. Please hear our voices and keep Junior Guards this summer. Dear Mayor and Councillors, First of all I wanted to thank you all for your stewardship through this incredibly difficult time - both with the Covid-19 pandemic and the protests around the City over the past week. From my persepctive, they have both been handled with grace and understanding from our City leaders - and you have managed to create a positive pathway through so many opposing opinions. As a resident of the Peninsula for 20 years, I was so proud of the way the protest was handled last week - it was incredibly upsetting to me that the two acts of violence were committed by our own citizens but I was thankful that our Police department acted so quickly in both cases. I hope you can come to a similarly sensible conclusion regarding the Junior Lifeguard Program. We are fortunate enough to have a son who will be an A this year and is able to continue with the program. However, my real concern of cutting the program back so drastically is two -fold: 1. The likely event that the younger kids will be left on their own for much of the day during the summer months and will likely attend the beaches unsupervisied - resulting in more rescues and work for the lifeguards, who many end up being defecto babysitters for these kids. I know many families rely on this program not only to teach their children how to swim safely at our beaches but to teach them the discipline and respect for the ocean. 2. The impact it will have on the local businesses on the Peninsula, many of whom are already suffering from the closures during quarantine. I don't think I have to remind you of how critical the lifeguard kids are to the cafes, pizza parlors and Fun Zone area. Thank you for reviewing this decision in light of the recent changes to Summer Camp rules. I understand that some limitations are required for the program this year, but even expanding it to half capacity would make a huge difference to our community. I am a working mom and am fortunate to have a flexible schedule, but I need to make an income to support my family. After months of trying to juggle work and school for our kids, many of us suffering loss to our income as a result, this was going to provide a way for many of us to rebuild what we have lost financially. Countless families in our community find themselves in this position. It will be impossible for parents to get back to work if they do not have a safe place to send their children. Studies have shown that the risk of transmission of COVID-19 outside is incredibly low and would be virtually impossible for anyone to place blame on the program for contracting the virus as a result. The entire NBJG program is outdoors with the fresh ocean air blowing on all participants throughout the day — not to mention the low risk of COVID to children. NBJGs is one of the most amazing programs teaching our children Respect, Represent and Responsibility. I saw my child develop so much confidence through the responsibility he was given and the structure of the program. It teaches kids to be warriors — to do things they never thought they were capable of such as the Monster Mile and pier jumping. These kids come away each Summer different than they were before, holding their heads high and knowing that they can do hard things if they put their minds to it. It teaches them that to take the risk is to gain so much more. Someone has to lead the way in beginning to find a new normal where our children can thrive. This program is run by incredibly smart, responsible and brave young people. I know they can find a way to run the program in the current climate of safety and precaution. The groups can be distanced during role call and dismissal as well as throughout the day. These kids are taught to obey and respect the commands they are given so adherence would be expected. If we need to go without the big events that draw crowds such as the hot dog dinner, Monster Mile and graduation, we all can live with that. Long Beach Junior Lifeguards has decided to proceed with their program, so have numerous other Jr Lifeguard programs around the state. This program is fully capable of functioning within the confines of the parameters put in place by the government. If NBJGs will not pave the way, I fear that no one will. Please reconsider your decision. Please show parents that you are willing to come alongside them so that they can provide for their families and help our County once again thrive. Please show our children that their childhood is important — that their mental and emotional health is important. Please show them that we are a community who will rise and fall together and that they don't have to go at it alone. Please show them that we see them. Orange County has suffered 177 deaths, or 0.005% of its population, due to COVID-19. I appreciate that this must have been a very difficult decision for all involved and that I am sure none of you took it lightly. I am, however, devastated for our children who already have lost so much over these past number of months and looked to NBJG as a step in returning to normalcy. Although I realize this likely is falling on deaf ears at this point, I ask that you at least read and consider the impact this decision has had on our children and our ability to move forward as a community economically. Over the past few months, our children have lost so much. Sports were cancelled, parks and hiking trails were closed, they had to learn through an iPad rather than interaction with their teachers and friends, many have been cooped up at home while both parents tried to hold down jobs from home while simultaneously trying (at times poorly) to manage their kids' educations, they have not been able to interact with friends and, for a short time, they couldn't even surf or walk on the beach. They have been taught that physical touch, community and social interaction is bad and wrong rather than good and right. They have been taught that we should be scared of getting close to anyone and that we are better off on our own. In my own children, I have seen depression, anxiety and stress from the world turning upside down so quickly. They are athletes and have experienced disappointment from their first travel tournaments being cancelled to everything being cancelled. They thrive on being outdoors doing physical activity but have barely wanted to do that without the social interaction that goes along with it. Through all of this, I have seen my kids and other children weather the disappointment as best as they can, keeping their chins up and trying to cope in this new world around them. I have seen my 11 year old go through some depression, although he doesn't even know what that is. He loves to be active and has never really liked screens but I found him not wanting to play basketball, go to the beach or do anything but lay on the couch and watch TV. Our children have lost their childhood for the last few months — the ability to be a kid without the worries and weight of the world on them. While I realize that many have lost so much more that I cannot even comprehend, we cannot overlook the toll this has taken on the next generation. The one thing so many of these kids were holding on to was Newport Beach Junior Guards and the Epic Summer ahead of them. It was the light at the end of the dark tunnel, a beginning to the return to normalcy and a chance to once again be a kid. My 11 year old and my 9 year old both trained hard over the Winter to make their times for the program, pushing themselves to do the best that they could. My oldest son has participated in NBJGs for the last two Summers. He is an athlete who loves sports but, by far, his favorite organized activity is NBJGs. From the moment graduation is over in August, he begins to look forward to the next Summer. He pushed his brother to train hard and kept telling him of what an amazing Summer he would have if he worked hard enough to make the required time. He has weathered the disappointment of lost sports, travel tournaments, loss of socializing and everything else as well as can be expected of an 11 year old. The announcement of the cancellation of NBJGs, however, brought tears, anger and emotion in him and our family that we have not felt over anything else. I know all about risk and liability and the fears that come with running a company or a program. I completely empathize with the litigious culture you are up against. I can't imagine a better Summer program to take place during this unprecedented time. I also know that every business and every program is going to have to take some risk if we are going to make an investment in our economy and our community. My clients are navigating every day a way to restart their businesses safely for the sake of their families and their employees. It teaches kids to be warriors — to do things they never thought they were capable of such as the Monster Mile and pier jumping. These kids come away each Summer different than they were before, holding their heads high and knowing that they can do hard things if they put their minds to it. It teaches them that to take the risk is to gain so much more. Someone has to lead the way in beginning to find a new normal where our children can thrive. This program is run by incredibly smart, responsible and brave young people. I know they can find a way to run the program in the current climate of safety and precaution. The groups can be distanced during role call and dismissal as well as throughout the day. These kids are taught to obey and respect the commands they are given so adherence would be expected. If we need to go without the big events that draw crowds such as the hot dog dinner, Monster Mile and graduation, we all can live with that. Long Beach Junior Lifeguards has decided to proceed with their program. This program is fully capable of K functioning within the confines of the parameters put in place by the government. If NBJGs will not pave the way, I fear that no one will. I beg you to please reconsider your decision. Please show parents that you are willing to come alongside them so that they can provide for their families and help our County once again thrive. Please show our children that their childhood is important — that their mental and emotional health is important. Please show them that we are a community who will rise and fall together and that they don't have to go at it alone. Please show them that we see them. We see what they have had to carry these past number of months and that they matter. Please show them that we are brave enough to make a way — even when it's hard. We teach them about service and sacrifice — let's show them what that actually means.
