To this end, the meeting will be conducted in the Civic Center Community Room with the large wall openings open. Applicants, the public, and staff will be required to maintain a minimum of 10 feet separation and only 10 people will be permitted in the Community Room at a time. Based on recent guidelines from the OC Health Agency, face coverings are strongly recommended. If you choose not to attend this meeting in person, you can participate via the following options: 1.Members of the public can participate in this meeting telephonically. Specifically, the meeting will be viewable on NBTV and live streamed on the City’s website. If you are watching the meeting on NBTV or via the live stream, during the meeting, phone numbers for the public to call and to comment on specific agenda items will be posted on the screen. When you call, you will be placed on hold until it is your turn to speak. You can call at 949-270-8165 and you will be able to participate in the hearing with others that use this method. Please note that only twenty (20) people can remain on hold at a time. If you call in to speak on an item and the line is busy, please call back after a few moments. The City will ensure that it allows enough time per item for everyone to call in to comment. 2.You can submit your questions and comments in writing for the Zoning Administrator to consider. Please send them by email to the Community Development Department CDD@newportbeachca.gov by Wednesday, June 10, 2020 at 9:00 a.m. to give the Zoning Administrator time to consider your comments. All emails will be made part of the record. Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. Project Summary A request for a modification permit to allow an addition to an existing single -family residence with a garage that is considered legal nonconforming due to its interior dimensions. The existing garage provides the minimum required depth of 20 feet; however, the existing width is substandard at 17 feet whereas the requirement is 20 feet. The Modification Permit is necessary because the applicant proposes to add more than 10 percent of the existing square footage without altering the garage for compliance. The proposed addition is 690 square feet and results in a total of 2,338 square feet for the residence (including the garage). Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Modification Permit No. MD2020-002. June 11, 2020 Page 3 Zoning Administrator Meeting AT&T Small Cell SLC4735 Minor Use Permit No. UP2019-027 (PA2019-108) Site Location: Public right-of-way, City streetlight number SLC4735, center median of Avocado Avenue at the intersection of Kewamee Drive and Avocado Avenue To comment on this item during the meeting, please call 949-270-8165. 3. Project Summary A minor use permit to allow the installation of a small cell wireless facility on a City-owned streetlight pole. Project implementation will be fully contained within the public right-of-way in a median on Avocado Avenue near Kewamee Drive. The project includes the following: (1) Removal and replacement of an existing City streetlight; (2) Installation of a small cell wireless facility that consists of four remote radio units, a raycap disconnect, and an omni -directional antenna within a 12-inch diameter screening shroud. This equipment would be fixed to the top of the replaced streetlight pole for a maximum height of 27 feet, 5 inches; and (3) Establishment of support equipment in an adjacent below grade vault. Recommended Action 1.Conduct a public hearing; 2.Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15302 and 15303 under Class 2 (Replacement or Reconstruction) and Class 3 (New Construction or Conversion of Small Structures), respectively, of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential to have a significant effect on the environment and the exceptions to the Class 3 exemption under Section 15300.2 do not apply; and 3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2019-027.
