SPECIAL NOTICE REGARDING COVID-19
Given the health risks associated with COVID-19, the City of Newport Beach has decided to proceed with the hearing
while strictly adhering to social distancing guidelines. To this end, the meeting will be conducted in the Corona del Mar
Conference Room, Bay 1E. The City is restricting the number of people entering the building, so please check-in Bay C
first with the Concierge. Then, public will be directed to the Corona del Mar Conference Room, Bay 1E. Applicants and the
public can participate in person. They will be required to maintain a minimum of 10 feet separation and only 10 people
will be permitted in the Conference Room at a time. Based on recent guidelines from the OC Health Agency, face
coverings are required. If you choose not to attend this meeting in person, you can participate via the following option:
1.You can submit your questions and comments in writing for the Zoning Administrator to consider. Please send
them by email to the Community Development Department CDD@newportbeachca.gov by Wednesday, June 24, 2020 at
12:00 p.m. to give the Zoning Administrator time to consider your comments. All emails will be made part of the record.
Special Accommodations: If you are unable to participate in the meeting via the process set forth above, please contact
the Community Development Department at (949) 644-3200 or CDD@newportbeachca.gov and our staff will attempt to

The Zoning Administrator meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and
that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda
but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a
reasonable amount of time, generally three (3) minutes per person.
Please Note: All mail or written communications (including email) from the public, residents, or applicants regarding an
agenda item must be submitted by 5 p.m. on the business day immediately prior to the meeting. This allows time for the
Zoning Administrator to adequately consider the submitted correspondence.

NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT
Any presentation requiring the use of the City of Newport Beach’s equipment must be submitted to the Community
Development Department 24 hours prior to the scheduled meeting.
If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be
conducted, you may be limited to raising only those issues which you (or someone else) raised orally at the public
hearing or in written correspondence received by the City at or before the hearing.

Project Summary
A request for a tentative parcel map for two -unit condominium purposes. An existing
duplex will be demolished, and a new duplex will be constructed . The Tentative
Parcel Map would allow each unit to be sold individually. No waivers of Title 19
(Subdivisions) are proposed.
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA
Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving Tentative Parcel
Map No. NP2020-004.
AT&T Small Cell SLC4735 Minor Use Permit No. UP2019-027 (PA2019-108)
Site Location: Public right-of-way, City streetlight number SLC4735, center
median of Avocado Avenue at the intersection of Kewamee Drive and

Project Summary
A minor use permit to allow the installation of a small cell wireless facility on a
City-owned streetlight pole. Project implementation will be fully contained within the
public right-of-way in a median on Avocado Avenue near Kewamee Drive. The
project includes the following: (1) Removal and replacement of an existing City
streetlight; (2) Installation of a small cell wireless facility that consists of four remote

radio units, a raycap disconnect, and an omni -directional antenna within a 12-inch
diameter screening shroud. This equipment would be fixed to the top of the replaced
streetlight pole for a maximum height of 27 feet, 5 inches; and (3) Establishment of
support equipment in an adjacent below grade vault.

Faerber Residence Coastal Development Permit No. CD2020-013
(PA2020-029)
Site Location: 405 Cortes Circle

Project Summary
A request for a coastal development permit to enclose two existing 65-square-foot
covered decks on the main and lower floor levels in order to enlarge two existing
adjacent bedrooms, and to construct a 210-square-foot upper level addition. The
existing development is legal nonconforming because the existing covered decks
extend beyond the allowable development area identified in the Canyon Overlay
District. As such, the project includes a request for relief from Newport Beach
Municipal Code Title 21 (Local Coastal Program Implementation Plan ), pursuant to
Section 21.52.090. The proposed project complies with all other applicable
development standards and no new development is proposed outside of the existing
structural footprint..
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA
Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal
Development Permit No. CD2020-013.
V.PUBLIC COMMENTS ON NON-AGENDA ITEMS
Public comments are invited on agenda and non-agenda items generally considered to be
within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit
comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your
name for the record. The Zoning Administrator has the discretion to extend or shorten the
speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is
applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the
silent mode.
