Hi Will, You might want to pull Item # 9 on tonight's consent calendar for discussion. #9 Old Newport Boulevard and West Coast Highway Modifications - Amendment No. Five to Professional Services Agreement with Kreuzer Consulting Group (Contract No. 5244) While this project has been in the planning stages since 2017, there has recently been a change in circumstance involving Caltrans implementation of SB -743. It is my understanding Caltrans is only moving forward with road widening projects if there is a corresponding reduction of Vehicle Miles Traveled (VMT) associated with the road widening project. Below is a link to the Caltrans SB -743 website. https://dot.ca.goylprograms/transportation-planning/office-of-smart-mobility-climate-change/sb-743 A second reason you may want to pull this item is to discuss the effect this road improvement project will have on the ultimate configuration of PCH through the Mariners Mile. As you are aware, there are many within the City that oppose a 3 lane configuration and want a configuration similar to Corona Del Mar. Hi Will, I left a voicemail with David Webb, Public Works Director asking he present an exhibit showing the planned improvement to this intersection at tonight's City Council hearing. While either design considered by Caltrans in 2017 is an improvement over the existing intersection design, neither design addresses the existing traffic safety hazards faced by westbound motorists on old Newport Blvd. turning north onto PCH. These motorists are immediately confronted by northbound traffic on PCH turning right across their lane to access the right -turn lane to Newport Blvd. westbound (also a safety hazard for these motorists). These safety hazard should be addressed at this time. One alternative is to terminate westbound access from Old Newport Blvd. onto PCH northbound . Westbound traffic would be re-routed to the signalized intersection at Hospital Way and Newport Blvd. This design would eliminate both existing safety hazards. 1) The hazard faced by westbound motorists on old Newport Blvd. turning north onto PCH, as well as 2) the hazards faced by northbound traffic on PCH turning right to access the right -turn lane to Newport Blvd. westbound. By implementing this design, the abandoned segment of old Newport Blvd. westbound adjacent to PCH could be used to improve the northbound PCH right turn movement onto Old Newport Blvd., eliminating the need for additional right-of- way at this time in front of the "A"s Restaurant and Liquor store. One other consideration that seems to have been overlooked is the impact the proposed widening of PCH will have on vehicles exiting the "A"s Restaurant and Liquor store seeking to travel north bound on PCH. Perhaps you can have Staff discuss the merits of this design alternative and explain if the proposed project will or will not have an impact from vehicles exiting the "A"s Restaurant and Liquor store seeking to travel northbound on PCH. I would also ask that you also consider the timing of this improvement given the General Plan update; and whether the City intends to take over this segment of PCH in the future. I would appreciate it if the Council explains to the public the merits of proceeding now vs waiting until after the General Plan update and disposition of PCH is finalized. Thank you, Dave David J.
