Brown, City Clerk TITLE: Confirm Annual Appointments to the Finance Committee ABSTRACT: The annual vacancies on the City's Finance Committee occur on June 30 each year. The Council Members and citizen members have annual terms that are subject to City Council confirmation. The process to fill the vacancies is provided in Resolution No. 2017-58, City Council Policy A-2 (Boards, Commissions and Committees), and the Maddy Act. All vacancies were noticed according to the Maddy Act and City Council Policy A-2. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Confirm Mayor Will O'Neill's and individual Council Members' appointments to the Finance Committee: (1) Mayor Will O'Neill, who will serve as Chair, (2) Mayor Pro Tem Brad Avery, (3) Council Member Joy Brenner, (4) Joe Stapleton based upon Council Member Diane Dixon's recommendation, (5) William Collopy based upon Council Member Duffy Duffield's recommendation, (6) Larry Tucker based upon Council Member Jeff Herdman's recommendation, and (7) John Reed based upon Council Member Kevin Muldoon's recommendation. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: On September 13, 2017, the City Council adopted Resolution No. 2017-58 which, among other changes, modified the term of the Finance Committee's membership to align with the fiscal year and confirmed the citizen members' term would be one year or until their respective successor is appointed and qualified. The current citizen members' terms were scheduled to expire on June 30, 2020. The citizen appointees will serve a one-year term ending June 30, 2021. The Council Members serve on the Finance Committee at the pleasure of the City Council. Confirm Annual Appointments to the Finance Committee July 14, 2020 Page 2 Pursuant to the Maddy Act and City Council Policy A-2, the City Clerk posted the annual vacancy list prior to December 31, 2019, prepared and posted a Notice of Scheduled Vacancies (Notice) on Wednesday, June 10, 2020, in the City Clerk's Office, at the Central Library, and on the bulletin board in the City Council Chambers. The Notice was also placed on the City's webpage on Wednesday, June 10, 2020, and was published in the Daily Pilot on Saturday, June 13, 2020. As per the Notice, applications were accepted by the City Clerk's Office until noon on Wednesday, July 1, 2020. Copies of the applications for the citizen members recommended by City Council Members are attached hereto as Attachment A. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
