TITLE: Corporation Yard Rear Fence Replacement — Award of Contract
No. 7810-1 (20F02)
ABSTRACT:
Staff has now received construction bids for the Corporation Yard Rear Fence
Replacement Project and requests City Council approval to award the construction
contract to A2ZConstruct, Inc.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (d) (Restoration of deteriorated or damaged existing
facility) of the CEQA Guidelines, because this project results in negligible or no
expansion of existing capacity;
b) Approve the project drawings and specifications;
c) Award Contract No. 7810-1 to A2ZConstruct, Inc. for the total base bid amount of
$222,000.00, and authorize the Mayor and City Clerk to execute the associated
construction contract; and
d) Establish a $22,000 (approximately 10 percent) contingency to cover unforeseen
conditions, extra work and/or material quantities.
FUNDING REQUIREMENTS:
Sufficient funding is available within the adopted Capital Improvement Program budget
for the award of this contract.

The Corporation Yard is located at 592 Superior Avenue and serves as the operation
headquarters for the City's Public Works Municipal Operations Division, providing
much of the maintenance and repair capacity for the City. The existing tall chain link
fence and fabric covering that secures the facility along Newport Boulevard has
deteriorated to a point that it no longer offers the level of security required for the
property, nor attractive screening for the neighbors and public. Additionally, over the
past several years there have been many cases of individuals finding their way
under/through/over this fence and into the yard.
The project replaces the existing fencing with a new high -security fencing system that
prevents climbing, resists cutting, and provides higher security than the current
fencing system.
In addition, the new fence provides an aesthetic upgrade to better screen the working
refuse transfer station and material storage areas. A green corrosion resistant
material coats the fence and will blend in with the planned landscape
screening/beautification improvement along the Newport Boulevard frontage.
At 10 a.m. on July 8, 2020, the City Clerk opened and read the following bids for this
project:
The low bid amount is 7 percent above the Engineer's Estimate of $206,000. The low
bidder, A2ZConstruct, Inc., possesses a California state contractor's license
classification "A" as required by the project specifications. The contractor is registered
with the California Department of Industrial Relations as required by California law to work
and bid on public contracts. A check of the contractor's references indicates satisfactory
completion of similar projects for other local public agencies.

The low bid amount is 7 percent above the Engineer's Estimate of $206,000. The low
bidder, A2ZConstruct, Inc., possesses a California state contractor's license
classification "A" as required by the project specifications. The contractor is registered
with the California Department of Industrial Relations as required by California law to work
and bid on public contracts. A check of the contractor's references indicates satisfactory
completion of similar projects for other local public agencies.

The work necessary for the completion of this contract consists of removing the existing
fencing and installing a new security fence along the westerly perimeter of the City of
Newport Beach Corporate Yard.
Pursuant to the Contract Specifications, the Contractor will have 15 consecutive working
days to complete the work.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (" CEQA") pursuant to Section 15301 (d) (Restoration of
deteriorated or damaged existing facility) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because the replacement or reconstruction of existing
structures and facilities will have substantially the same purpose and capacity as the
structure replaced.
NOTICING -
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
