PROJECT OBJECTIVES
The project seeks to achieve the objectives identified by GPAC and the community during
the extensive public outreach and public information process. The project objectives are
consistent with the Visioning Statement developed by GPAC and approved by both the
Planning Commission and the City Council. The overall Project objective is to create a
blueprint for land use and related decisions for a period of 20 years beginning on the date
the General Plan amendments are approved by the voters. The overall Project objective
includes the following specific Project objectives that, when combined, represent the
blueprint for the future.
1. Establish land use and related policies and implementation measures that will
preserve and enhance the unique charm, beauty and character of our residential
neighborhoods. and the well deserved reputation as world class residential community with a
diversity of coastal and upland neighborhoods. These policies include development
standards, including design principles, that enable individual neighborhoods to maintain their
own “village” character and public infrastructure policies that protect public views while
ensuring that trees and landscaping are preserved except in those areas where private views
are of paramount importance to the neighborhood. When appropriate, such as in the case
of Banning Ranch, reduce existing entitlement and provide a mechanism for the purchase of
some or all of the property for open space purposes.
2. Modify land uses, densities and intensities only in those areas, such as the
Airport Area and Fashion Island, where different land uses and intensities are consistent
with a conservative growth strategy that avoids any adverse impact on our natural resources
and our recreational opportunities, reduces, in comparison to the existing General Plan, the
peak hour trips that could be generated by permitted development and are beneficial to both
the economy and the character of the City.
3. Establish policies and implementation measures that protect and enhance the
resource value of, the recreational opportunities in and public access to all of our open space
and natural resources including Upper Newport Bay, Newport Harbor, Crystal Cove State
Park, beaches and recreation areas. The policies and implementation measures must include
means and mechanisms for ensure that adequate resources are devoted to achieving
objectives – such as outstanding water quality – necessary to the preservation and
enhancement of our recreational and natural resources. The policies and implementation
should also ensure that public parking, bicycle trails and pedestrian facilities are sized and
located in a manner that will serve visitors in a manner that minimize impacts on residents.
The natural resource policies shall also ensure opportunities and facilities for first-hand
natural resource related learning experiences for children and adults to augment the excellent
education provided by Newport Mesa Unified School District and the numerous private
schools such as Sage Hill School.
4. Modify land uses, densities and intensities so that, during the next twenty years,
the traffic generated by land uses in Newport Beach is reduced in comparison to the existing
General Plan and consider traffic improvements that will improve traffic flow without
providing for massive circulation system improvements that would change the character of
the City and provide additional capacity only for regional traffic. – trips with no origin or
destination in Newport Beach. The Ninfrastru20 year Traffic flows smoothly throughout
the community. The transportation and circulation system is safe and convenient for
automobiles and public transportation, and friendly to pedestrians and bicycles.
5. Adopt land use, community service and recreation policies that ensure
preservation and enhancement of those community services, facilities and programs that
contribute to the quality of life. The policies and implementation measures should confirm
the importance of our libraries, parks and cultural facilities and identify means by which the
high quality of those facilities and programs will be maintained if not enhanced. The policies
should also identify the means by which the City can improve facilities, services and
programs at OASIS while building on the cooperative agreement between the City and the
Friends of OASIS. The policies should also encourage resident access to high quality health
care and ensure that facilities such as Hoag Hospital have the ability to construct and
maintain the facilities necessary to provide first class health care to all Newport Beach
residents.
6. Ensure the City continues to provide first rate municipal services, such as police,
fire, lifeguard, refuse collection/recycling, street/sidewalk maintenance and tree trimming
through its own forces or through contracts with the private sector so that streets are both
clean and safe.
7. Identify and implement policies that will allow Newport Beach to continue to
attract visitors to its harbor, beaches, restaurants and shops with as little impact as possible
on residents and the natural resources. Establish policies and implementation measures
designed to encourage revitalization of older and economically challenged commercial areas.
such as West Newport and Balboa Village so that the areas become a community resource
and have a positive rather than a negative impact on the value of nearby property.
8. Identify and implement policies and implementation measures that will
maintain Newport Harbor as one of the premier small boat recreational boating harbors in
the world. Establish means by which necessary harbor improvements and facilities, such as
dredging of navigational channels and shore berthing facilities can be accomplished with
little or no overall impact on the environment. Ensure that the recreational boating
community has adequate berthing/mooring areas, access to the vessel servicing facilities and
waterways that are free of debris and navigational hazards.
9. Continue with on-going efforts to control and contain noise and traffic
impacts associated with operation of aircraft at John Wayne Airport so that those impacts do
not significant impact our quality of life and property value. These efforts include preserving
and extending when appropriate the JWA Settlement Agreement and the pursuit of other
means and methods to ensure that JWA impacts on the community are minimized in light of
the political realities and regional transportation needs of the area.
10. Modify the Land Use Element and other elements to reflect changes in the
law and planning practices that have occurred in the 17 years since the last comprehensive
amendments were approved.
11. Provide effective means to ensure compliance with Section 423 of the
Charter.
