This chapter provides for the operation of two official police tow companies in agreement with the City for a two year period, whose agreements alternately expire. The current agreement with G & W Towing expires on February 1, 1989. Bid opening for the next two year period was closed on December 20, 1988, with one bid received from G & W Towing. The Police Department has reported no complaints of the services provided by G & W Towing in the last two years, and that all vehicles operated by the company are in compliance with applicable sections of Municipal, California Vehicle and Administrative Codes. Section 5.15.060 of the Municipal Code provides that the City Council may award the contract for official police tow services to the most responsible bidder. The rates bid in our proposal are the current City rates, as contained in Resolution 88-44. To improve our service to the City over the past two years, we have made many changes. One of these is the replacement of all but one of our sling type tow trucks, with new state of the art wheel lift tow trucks. These new type trucks have become necessary as auto manufactures have replaced steel bumpers with plastic bumpers. These new trucks lift vehicles by their wheels thus avoiding all bumper and body contact. In addition, we have increased the number of flatbeds in our fleet to six to provide expanded service for vehicles in need of special handling. We also operate a Peterbilt Tow Truck with a 35 ton Hydralic Wrecker. This truck allows us to provide the City with large truck towing and recovery, without going outside of the City. We continue to operate two facilities, our main office and storage facility is located at 955 West 18th Street, Costa Mesa, and our auxiliary storage facility is located at 1666 Monrovia Street, Costa Mesa. These facilities are licensed and approved by the City of Costa Mesa, and of sufficent size to allow us to store over 200 vehicles, including large trucks and trailers when necessary.
