Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: West Coast Highway Median Landscaping Phase 2 — Notice of Completion for Contract No. 7189-2 (18L11) ABSTRACT: On November 19, 2019, City Council awarded Contract No. 7189-2 for the West Coast Highway Median Landscaping Phase 2 project to KASA Construction, Inc. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. The work necessary to complete this contract consisted of clearing and grubbing, removing embossed concrete paving, installing artificial boulders, plants and trees, landscape establishment and maintenance, irrigation improvements and a staining restoration treatment for the existing colored/stamped concrete located within the medians. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: $975,350.50 Actual Cost of Bid Items Constructed: $861,907.00 Total Change Orders: $286,323.34 Final Contract Cost: $1,148,230.34 The contract originally estimated 36,495 square feet of old concrete highway pavement removals that exists underneath the Coast Highway medians. During construction, the contractor did not encounter concrete pavement to remove, but did however have to export more unsuitable soil than estimated for the project. The additional soil export cost totaled $96,723.91, which was largely offset by savings for non-existent concrete pavement removal. In addition, change orders for subgrade amendments and drainage improvements totaled $61,425.49. Due to unexpected Caltrans emergency drainage work within the same area of West Coast Highway, there were also change orders for cost of delay and revised traffic control plan totaling $42,763.00. Further change order work included additional irrigation improvements, replacement palms, artificial boulders and a price adjustment for the imported topsoil bid item, all of which totaled $40,905.80. Lastly, there were two car accidents during the course of the project, which required change orders to address the necessary repairs. The cost of the two accident repairs totaled $44,505.14 and were billed to the responsible party identified in the accident reports. With the completion of the project, the final contract cost is approximately 17.7 percent above the original bid amount. 6-2 West Coast Highway Median Landscaping Phase 2 — Notice of Completion for Contract No. 7189-2 (181-11) September 8, 2020 Page 3 A summary of the project schedule is as follows: Estimated Start of Construction per Annual Baseline Schedule January 6, 2020 Actual Start of Construction Per Notice to Proceed February 10, 2020 Extended Contract Completion Date Inclusive of Extra Work June 26, 2020 Actual Substantial Construction Completion Date June 30, 2020 The project was substantially complete on June 30, 2020 with all landscaping improvements completed to the satisfaction of the Public Works Department. The required 90 day landscape maintenance period will end on September 28, 2020. ENVIRONMENTAL REVIEW: On November 19, 2019, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c) (minor alterations of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
