Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Tom Sandefur, Assistant City Engineer, tandefur@newportbeachca.gov PHONE: 949-644-3321 TITLE: FY 2019-20 Streetlight Improvement Project (Eastbluff) — Award of Contract No. 7661-2 (20V02) ABSTRACT: Staff has now received construction bids for the FY 2019-20 Streetlight Improvement Project (Eastbluff) and recommends City Council award the construction contract to International Line Builders, Inc. (ILB) of Corona, California. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing facilities involving negligible expansion of capacity) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project drawings and specifications; c) Relieve Alfaro Communications Construction, Inc. (ACCT) of their bid; d) Award Contract No. 7661-2 to International Line Builders, Inc. for the total bid price of $723,858 (base bid plus additive bid items), and authorize the Mayor and City Clerk to execute the contract; and e) Establish and encumber a $74,142 (approximately 10 percent) contingency amount to cover the cost of unforeseen work not included in the original contract. FUNDING REQUIREMENTS: The adopted FY 2020-21 Capital Improvement Program budget includes sufficient funding for the award of this contract. This project continues the City's Streetlight Replacement Master Plan and replaces three old high voltage series circuits with medium voltage parallel circuits and new LED streetlights within the Eastbluff area. The new circuits provide better streetlight reliability and more energy efficiency. DISCUSSION: On June 16, 2020, at 10 a.m. the City Clerk opened and read the following electronic bids for this project: *Bid Withdrawn A review of the bid package submitted by ACCT, the apparent low bidder, raised concerns regarding their ability to deliver the project. On August 26, 2020, following staff's discussion with ACCI regarding these concerns, ACCI requested to withdraw their bid (Attachment B). Staff recommends that Council accept ACCI's bid withdrawal. The bid amount submitted by the second low bidder, ILB, is eight percent below the Engineer's Estimate of $786,000. ILB possesses a California General Engineering "A" Contractors License, as required by the project specifications, and has satisfactorily completed similar projects for other local agencies. 7-2 FY 2019-20 Streetlight Improvement Project (Eastbluff) — Award of Contract No. 7661-2 (20V02) September 8, 2020 Page 3 The work necessary for the completion of this contract consists of removing and replacing old conduits, wires, pull boxes and streetlight heads; installing new pull boxes per City standard, installing LED streetlight lamps, and five (5) new service cabinets. This project upgrades the circuits along Vista del Oro between Vista Del Sol and Eastbluff Drive and the residential streets enveloped by Eastbluff Drive and Jamboree Road. Pursuant to the project specifications, ILB is allotted 120 consecutive working days to complete the work. Liquidated damages in the amount of $1,000 per working day will be assessed in case of tardy completion. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
