Dear Newport Beach Housing Element Update Advisory Committee Members:
The Kennedy Commission (the Commission) is a broad-based coalition of residents and community
organizations that advocates for the production of homes affordable for families earning less than
$20,000 annually in Orange County. Formed in 2001, the Commission has been successful in
partnering and working with Orange County jurisdictions to create effective housing and land-use
policies that has led to the new construction of homes affordable to lower income working families.
The Commission understands the importance of each city’s Housing Element in guiding housing
programs and policies, zoning, funding, and reducing current obstacles to housing development.
Our work focuses on ensuring that each city increases affordable housing opportunities by
implementing proven strategies, policies and incentives that encourage affordable housing
development. The Commission would request that it be a part of the upcoming Housing Element
revision process and have the opportunity to evaluate the previous planning period goals and
policies and plan for the upcoming RHNA cycle. We look forward to working with the City of
Newport Beach to encourage effective housing policies that will help create balanced housing
development and create much needed affordable housing in our local communities. The
Commission would also like to be a part of the Housing Element Update Advisory Committee and
have the opportunity to provide our feedback and recommendations. Our partners and affordable
housing advocacy network will be an asset in evaluating and recommending policies and programs
in the development of the Housing Element.
