TITLE: Water Transmission Main (Phase 2) Valve Replacement — Award of
Contract No. 7539-3 (18W12)
ABSTRACT:
Construction bids have been received for the Water Transmission Main (Phase 2) Valve
Replacement project. The project provides for replacement of older deteriorated large
diameter valves throughout the City as identified in the Water Master Plan. Staff requests
City Council's approval to award the construction contract to Paulus Engineering, Inc. of
Anaheim, California.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Class 2 Section 15302(c) (replacement of existing public facilities involving
negligible or no expansion of capacity) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect
on the environment;
b) Approve the project plans and specifications;
c) Award Contract No. 7539-3 to Paulus Engineering, Inc. for the bid amount of
$2,797,771 for the Water Transmission Main (Phase 2) Valve Replacement project,
and authorize the Mayor and City Clerk to execute the contract; and
d) Establish a contingency of $280,000 (approximately 10% of total bid) to cover the cost
of unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
The adopted FY 2020-21 Capital Improvement Program budget includes sufficient
funding for the award of this contract. All funding is provided from the Water Fund, which
is an enterprise fund restricted to activities associated with the transmission and
distribution of potable water by the City to its users. The following funds will be expensed:

At 10 a.m. on October 22, 2020, the City Clerk opened and read the following bids for this
project:
The Water Transmission Main (Phase 2) Valve Replacement project replaces large
diameter valves as identified in the Water Master Plan. These are older deteriorated
valves located on large diameter transmission mains (12 -inch, 16 -inch, 18 -inch, 24 -inch,
30 -inch, 36 -inch & 48 -inch) that were installed in the 1960's and used to isolate sections
of the water system for maintenance and operations. These valves have outlived their
design life and are now due to be replaced.
The apparent low bidder for this project, Paulus Engineering, Inc. submitted a bid 0.08
percent below the Engineer's Estimate of $2,800,000.00. Paulus Engineering submitted
all the necessary forms and possesses a Classification "A" California State Contractors
License as required by the project specifications. A check of the contractor's references
indicates satisfactory completion of similar projects for the City of Newport Beach and
other public agencies. Paulus Engineering, Inc. recently successfully completed the Lido
Village Water Main Replacement project for the City of Newport Beach and is currently in
construction on the Newport Pier Area Water Main Replacement project, scheduled to be
completed November 2020.

The proposed project will replace twenty-two valves located at various locations
throughout the City but primarily along Jamboree Road, Newport Center Community,
Corona Del Mar, Big Canyon Reservoir and at the 16th Street Utilities Yard. Specifically,
the project calls for the removal and disposal of existing 16 -inch, 18 -inch, 24 -inch,
30 -inch, 36 -inch and 48 -inch water transmission main and valves, demolition and disposal
of existing valve vaults, construction of 16 -inch, 18 -inch, 24 -inch, 30 -inch, 36 -inch and
48 -inch CML&C transmission main pipe and direct buried valves, fittings and connections
to the existing water system, pavement restoration, traffic control and other appurtenant
work as required by the contract.
Most of the project's large valves are located within travel lanes of City streets and the
replacement efforts will require lane closures and traffic detours to allow the work to
proceed in a safe and efficient manner. The contractor will be required to closely
coordinate with City staff and will prepare traffic control and detour plans for City approval
prior to construction. A detailed schedule is to be prepared by the contractor following
contract award, which can be adjusted to address concerns for businesses and residents
in the project area. Project phasing has been developed to minimize impacts to the
community. For example, no work will be allowed during the summer season due to peak
water usage. As part of this contract, the contractor will demobilize during the high-water
usage season and remobilize once this period subsides. Also, some night work is required
for valves located along Jamboree Road and Coast Highway to minimize commuter traffic
disruptions.
Pursuant to the Contract Specifications, the Contractor will have 304 consecutive working
days to complete the work. Work for this construction contract is scheduled to begin
December 2020.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Class 2 Section 15302 (c) (reconstruction
of existing public facilities involving negligible or no expansion of capacity) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment; The work for this project consists
of replacing existing valves, demolishing and removing existing valve vault structures and
minimizing the existing footprint of existing public facilities.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
