Mr. Chairman,
I have the following comments for the administrative record.
Item V. Current Business, C. HOUSING ELEMENT UPDATE PROGRESS DOCUMENTS.
Comments:
1. The attached documents offer no correlation to the Housing Element Update document. The
public has no idea if these documents contain new information/chapters that will
replace/update information in the existing Housing Element or are just background
documents to provide information to provide a better understanding of the City. They
certainly do not reflect post 2018 conditions.
To solve this uncertainty, I suggest when changes are proposed to the Housing Element, a
red-lined version of the draft Housing Element Update document is provided to the public
and decision makers. Staff should provide a comparison of the data in the existing Housing
Element and new data proposed to be included in the Housing Element Update (is all going
according to prior projections or are there new trends).
2. The California Department of Housing and Community Development (HCD) created Building
Blocks: A Comprehensive Housing-Element Guide to assist jurisdictions in creating
comprehensive housing elements. Below is the link to this document:

The Building Blocks document provide a step-by- step process for local jurisdictions to
follow when updating their Housing Element, including requisite analysis and components.
Please insure when the Housing Element Update Advisory Committee provides Housing
Element progress updates, the updates follow the HCD “Building Blocks” format or a similar
detailed format in order to provide the public and decision makers with an accurate
representation where the City is in the Housing Element update process.
I recommend the Housing Element Update Advisory Committee identify all problem
requisite analysis and components of the Housing Element Update and provide regular
focused status updates on these topics.

Finally, should the Housing Element Update Advisory Committee determine that any
Housing Element requisite analysis and/or component cannot be met/satisfied, the
Committee notify the public and decision makers upon reaching any such determination.
