Q.M.D. The quest speaker from the A.Q.M.D. was unable to attend and will be speaking at a future meeting. © Staff Reports: a) C.O.N.C.E.R.T. (Clean-up Our Neighborhoods, Communities, Environment, Recycle Things) Terrance Phillips Terrance Phillips reported that the proposed calendar of the Poster Contest Winners would be funded by selling advertising space and would be free to the public this year. Mr. Phillips stated that all funds generated would be used solely for offsetting costs of the calendar and that there should be sufficient funding for 2000 calendars. Mr. Phillips noted that he would be presenting the awards to the winning contestants at the June 14th council Meeting. b) Recycling David E. Niederhaus David Niederhaus stated that the City's residential recycling program (through CRT) operated at a 31% recovery rate for the month of May. This resulted in 900 tons of material being diverted from the County landfills. Mr. Niederhaus reported that a new State mandated ordinance requiring new developments to provide space for source separation was presently being studied by staff. Mr. Niederhaus felt that a program which was user friendly would be the best way for the City to address such an ordinance. Committee members expressed their concern about the importance of educating people in the area of source reduction as well as recycling. Mr. Niederhaus reported on the recent court decisions of the past two months concerning the controlling of the solid waste stream. c) E. I• R. (Environmental Impact Reports) Nancy Gardner Nancy Gardner reported that the E.I.R. concerning the proposed Tire Mussel Reef was filled with too much technical information for the subcommittee to decipher and thus recommended a trial period for the program. Committee members concurred with her recommendation. Ms. Gardner stated that the Notice of Preparation for the Loral Project did not provide the sub -committee with any of the pertinent information to properly study the project. Ms. Gardner felt it would be best to wait for the E.I.R. on the proposed project before making any committee recommendations. d) Polystyrene Abatement Ed Hepner Ed Hepner reported that distribution had started of the letters asking area businesses to share with E.Q.A.C. their programs or procedures which help protect the environment of the City. Mr. Hepner reported that the local Chambers of Commerce were the main channel of distribution. Mr. Hepner reported that Bank of America was currently using non-toxic inks and were using 70% recycled paper as part of their efforts to safeguard the environment. Mr. Hepner also noted that some firms were now using wood shavings in the place of the peanut styrofoam in their packaging techniques. e) Beautification Awards Gordon Kilmer Gordon Kilmer reminded committee members to be on the look out for environmentally and aesthetically deserving properties for future awards. Candi Hubert submitted one property for committee evaluation. f ) Environmental Achievement Awards Gregg Schwenk Gregg Schwenk gave a brief dissertation on the qualities potential nominees for the award should have. Mr. Schwenk noted the environmental efforts of Bill Hamilton, owner of the Cannery Restaurant. g) Composting Marge Pantzar Marge Pantzar reported that the City Composting and source reduction exhibit would be on display at Clean Harbor Day on June 11th and volunteers were welcome to work in the booth. Ms. Pantzar reminded committee members that volunteers would be needed to work at the environmental displays at the annual Orange County Fair in July. O Continued Business Officer John Ludvigson reported that in the past month he had sent one felony and four misdemeanor environmental cases to the District Attorneys office for prosecution. The topics of Clean Harbor Day, Mayors Letter to area businesses and Polystyrene Abatement, were covered in Staff Reports. ® Adjournment There being no further business, a motion was made and approved to hold the next E.Q.A.C. meeting on Tuesday July 5th, 1994 at the Newport Beach Police Department Auditorium at 7:00 PM.
