Glenn Lukos Associates , Inc. (GLA) is pleased to submit this proposed scope of services for the
above-referenced site to be carried out under the "On-Call Biological Services" task of the existing
Professional Services Agreement 7 619-1 for "Biological Consulting Services for Management of
the Western Snowy Plover on the Balboa Peninsula." The proposed scope includes provision o~--
regulatory support services , sgecifically for evaluating an area along the curb · n a /4".,,.J rt:'
in Newport Beach for wetland characteristics , delineating any area of wetland i e · smg sub-
meter GPS Technology, and making a determination of a biologically defensible buffer in
accordance with the City of New on Beach Section :2 1. 0B .040.C of the Local Coastal Program
regarding "Wetlands , Deepwater Areas,, ana Other Water Areas." A GLA Senior Biologist will
conduct a site visit to determine the potential extent of any wetlands and measure the distance of
any delineated wetlands to the edge of the above referenced property to determine an appropriate
buffer. GLA wi l prepare a letter report addressing the findings regarding potential wetland s, that
would include a map to show the limit of wetlands . The letter report will also discuss defensible
~-. set-backs should portions of the wetland occur within 100 feet of the site as well as from propo sed
'! construction.
PERSONNEL
Mr. Tony Bomkamp will conduct the field visit and prepare the letter report . Mr. Bomkamp i s a
fi eld botanis t and wetland s ecolo gi st with an extensive background in environmental studie s. As a
wetland ecologist, Mr. Bomkamp has over 25 years of diverse field experience in all of the major
wetland and riparian communities in Southern California. He is a recognized expert in the
delineation of wetlands within the California Coastal Zone. In addition to hi s duties as a biolo gi cal
consultant, Mr. Bomkamp also serve s as part-time faculty at California State Universit y, Fullerton ,

for the graduate Environmental Studies Program, teaching courses on wetlands and endangered
habitats.
COST
The proposed fee will be charged on a Time-and-Materials basis against the "On-Call Biological
Services" task of the existing Professional Services Agreement 7 619-1 for "Biological Consulting
Services for Management of the Western Snowy Plover on the Balboa Peninsula." Fees associated
with the Scope of Work described above is not anticipated to exceed $3 ,500 including direct costs ,
but not including meetings or other tasks not specifically addressed in the scope of work, which
does not include attendance at a public hearing if requested.
SCHEDULE
The proposed site visit could be performed during the week of September 2.
