The following documentation is required to complete the application: 1. Agreement. a. Please note, a bond is required prior to construction. b. Please note, a master license agreement amendment is required prior to construction in order to identify the specific site locations approved under the agreement. c. Please note, an encroachment permit is required prior to co nstruction. 2. SCE Letter. Provide a letter from Southern California Edison authorizing the power supply for this site location. Provide the SCE power location and approved drawings from SCE as well. Please refer to the attached City issued Meter Pedestal Denial Letter needed. 3. Project Description. Update the project description/justification to include a description of the service type (5G or other) and site type (macro, micro, or pico). 4. Project Plans. See the attached plans from Planning, Public Works, and Utilities for additional redlined comments. Please provide one full size (24” by 36”) set of plans and four reduced (11” x 17”) sets of plans that are revised to reflect the following information. SCE Power Supply a. Identify the proposed SCE power source location and identify any work required to make the power connection on the project plans. Show City Utilities. c. (N) luminaire not shown and additional details are needed. d. Please identify site design type. e. Note on plans (E) pole to be removed and delivered to the City yard. f. Please reference redline noting Pole IDs to be corrected. g. Please dimension the (E) streetlight pole diameter. h. Please show sidewalk dimensions on site plan. Include proximity to (E) street trees. i. Landscape plan needed, with quantity and list of materials to be removed and replaced listed. Show irrigation work, too. j. Landscape to be reviewed by City of Newport Beach Arborist for conflict with tree inventory. k. Note on the Plans “An approved encroachment permit is required for all work activities within the public right-of-way.” l. Note on the plans, “Contractor shall provide lane closure Plans per WATCH handbook and State of California Department of Transportation standards.” m. Note on the plans, “Contractor to return (E) street light and light arm to the City of Newport Beach Utilities Yard. If damaged during the removal, contractor shall be required to purchase and deliver a replacement. City of Newport Beach Utilities Yard: 949 W. 16th Street Newport Beach CA 92663. Contractor shall dispose of the existing street light pole and arms if unwanted by the City for any reason.” n. Note on the plans, “The contractor shall repair, replace or re -route all landscape, irrigation lines and fixtures in kind including line size, head type, spacing and control where damaged by construction to the satisfaction of the City of Newport Beach.” p. Note on the plans, “The contractor shall replace all existing groundcover, including sand and all other landscaping including turf, shrubs, and/or tre es in kind including size, species and spacing where damaged by new construction to the satisfaction of the City of Newport Beach.” Site Plan (Sheet A-1): q. Verify right-of-way dimensions. These do not match City records. r. Show the geometry and location of existing and proposed streetlights. The proposed streetlight must be replaced in the same location. Please make this clear on the plans. s. Show red curb to protect. t. Dimension from curb face to the light pole, from the light pole to the edge of sidewalk, and from the curb face to the property line. u. Show existing and proposed sidewalk cross slopes. If saw-cut work in the public right-of-way is necessary to provide power connections, this information should be included on the project plans . Elevations (Sheets A-2 and A-3): w. Please dimension the diameter of the existing and new streetlight pole on the plans. x. Show existing street trees. Hand holes shall be placed a minimum of 10- feet away from existing trees per City Arborist. Note to protect the trees. y. Identify the top of the existing and new luminaire he ight on the exterior elevations. The proposed shall be the same height as existing. z. Show the existing signs. Protect and reinstall in stall existing signs in the same locations. aa. Provide the banner and bracket mounting details. Details bb. Details for antenna signage needed and should include facility owner contact information on sign. cc. Provide details for the new luminaire. dd. Submit structural calculations including wind loading with banners. See City Council Policy L-16. As mentioned in Comment Z, please include these details in the wind loading calculations. 5. Traffic Control Plan. Please submit a traffic control plan that complies with the 2016 watchbook requirements. The plan should explain how traffic and closures will be managed during project construction including pedestrian detours, shoulder, lane, and/or bike lane closures. 6. Electronic copy. All of the above submittal items are required to be submitted in electronic format (i.e., CD-ROM or PDF via email). Please note, this site is located in the coastal zone. A letter of determination has been prepared exempting the proposed project from the requirement for a coastal development permit (CDP), attached. Utilities Department redlines are forthcoming and will be forwarded once available. Upon verification of completion, the application will be processed and scheduled for a Zoning Administrator Hearing. The City of Newport Beach must always be mindful of preserving the attractive aesthetic our City boasts. As part of our review, we wanted to let you know that the City of Newport Beach will not permit an above-grade meter pedestal, meter socket, or AC panel to be installed as part of the Small Cell deployment AT&T, or any other company, is proposing. The City will require a minimization of impacts for aesthetic and public right-of-way access reasons as follows: 1. Section 20.49.050 (General Development and Design Standards), Subsection F(6)(b) (Support Equipment, Installations in a Public Right-of-Way) requires support equipment to be placed or mounted in the least visually obtrusive location practicable. This section states that support equipment in the right-of-way shall be placed underground if required by other provisions of the Municipal Code in flush - to-grade underground vault enclosures, including flush-to-grade vents, or vents that extend no more than twenty-four inches above the finished grade and are screened from public view. 2. Section 13.20.030 (City Policies Regarding Use of the PROW), Subsection B (Limits on Above-Ground Facilities) limits the number and controls the location of above ground facilities used in conjunction with underground facilities consistent with the technical requirements for providing high quality utility service. Companies shall place all newly installed facilities underground or flush mounted vaults, whenever feasible. More specifically, the project includes: 1) replacement of an existing, approximately 25-foot high City of Newport Beach concrete streetlight, 2) installation of four remote radio units, a raycap disconnect, and an omni-directional antenna within a 12-inch diameter equipment shroud at the top of the streetlight at 28 feet, 3 inches in height, and 3) installation of a handhole and fiber box below grade adjacent to the streetlight. The project requires a minor use permit for AT&T small cell telecommunications on Streetlight No. 0007. The development will not result in an increase in luminaire height and the location of the existing utility pole will remain the same. This letter is to certify that this location and/or proposed project has been reviewed by City of Newport Beach Planning Division. A coastal development permit is not necessary for this project because the proposed development is an improvement to a structure other than a single -family residence or public works facility and is not subject to a permit requirement (Section 21.52.035 (Projects Exempt from Coastal Development Permit Requirements), Subsection C2). The proposed project is not anticipated to involve a risk of adverse environmental effect, adversely affect public access, or involve a change in land use contrary to the Coastal Act. Please be advised that only the project described above is exempt from the permit requirements for a Coastal Development Permit. Any change in the project may cause it to lose its exempt status. This certification is based on information provided by the re cipient of this letter. If, at a later date, this information is found to be incorrect or incomplete, this letter will become invalid, and any development occurring at that time must cease until a coastal development permit is obtained.
