We can establish the 9.5 grade (average between adjacent neighbor grades) through the Coast al Development Permit, which is required for the raising of th e bulkhead. The railing may project 42" above that 9.5 established grade fo r the lower patio. In primary ta lks with my supervisor, swapping out of the iron rails on the higher d eck with a new 42 -inch glass rail will be considered repair and maintenance and can be permi t ted. A coastal development permit typically takes 6-8 weeks to process after a complete application is provided . If the hou se requires a CDP as well, it will go in one application with the seawall. Since sea wall engineering will be based on our conversation, this e-mail is to confirm our discussion to avoid any surprises during plan check. The "existing grade" at the lower slab level between the first and second sea walls on this property will be determined as 9 .5' above sea level (the average of the 9' existing grade on the south adjacent lot and the 10' existing grade on the north adjacent lot). A railing may project 42 " above the 9 .5' elevation at the outer sea wall. The existing grades including the cantilevered pool deck may not be increased but may remain as-is, or reduced . Any required railing(s) may project 42 " above the existing elevations behind the second sea wall. We understand that the sea wall improvements will need a coastal development permit and that if we stay below 50 % demo for the remodel (per the criteria for replacement calculations you gave me), the house will be exempt from Coastal. 1 PA2019-188
