PROJECT SUMMARY FOR THE PROPOSED BENIHANA RESTAURANT EXPANSION AT
4250 BIRCH STREET. NEWPORT BEACH. CA 92660
We are proposing to add a dining room addition located on the south side of the building in an existing
landscape area. The existing lot size is approximately 1.4 acres with a required front yard setback of 30'
and side yard setbacks at 30' per the Newport Place Community Standards. We currently exceed those
setbacks. The existing building is approximately 8,260 s.f. and our proposed dining addition is 615 s.f.
with 32 dining seats.
There will be 4 new Teppan tables in this added area. The architecture will match the existing
architectural style of the building it is abutting. New mechanical equipment for the addition will be
screened to match the existing architectural screening. The parking summary is located on the site plan
sheet (CUP-1) and shows that we have 84 parking stalls for the existing building. The addition which has
a net public area of 580 s.f. will require an additional 15 parking stalls based on 1 stall per 40 s.f. of net
public area. See sheet CUP-2 for the net area summary. Since there is no additional site area to add
parking stalls, we are proposing to obtain 40 stalls of shared parking at an adjacent site at 4321 and
4301 Birch St. and is owned by 4321 Birch Partners, LTD. They proposed parking agreement allows
Benihana to use 40 parking spaces during the weekdays after 5:30 PM and all-day use of the parking lot
for Saturday and Sunday. A copy of the shared parking agreement will be provided to the City of
Newport Beach as a part of this CUP when it is finalized. The increase in occupancy will have no effect on
the minimum restroom fixture count that is currently provided. ADA access to the restaurant is not
affected by this addition. We will provide an additional compliant exit from this room to the sidewalk
and parking area. The CUP Modification will also allow the existing landscaping to remain as there is no
additional area to add landscape.
The restaurant operating hours are from 11:00 AM to 10:00 PM, 7 days a week. The restaurant has
approximately 85 total employees and each shift currently has approximately 25 to 30 employees per
shift.
The restaurant is popular with the local residents as a "Celebration" destination. Unlike some of the
older restaurant concepts of this generation, Benihana is thriving and will continue to be a destination
restaurant for the residents of Newport Beach, adjacent cities and South County.
