Page 3, paragraph 1: “Chair Tucker recalled that committee members did not have sufficient
time to review the voluminous Community Profile and Review of Past Performance documents
provided for the December 2, 2020 meeting. Consequently, he had requested an this agenda
item for committee members to provide comments and ask questions.”
[See video at 8:00. Comment: The minutes should perhaps reflect that no comments or
questions followed this invitation by the Chair. Since the HEUAC is charged with overseeing
the preparation of the Housing Element, and not just the site inventory it contains, it seems
remarkable these portions of the draft Housing Element were received and filed with no input
at all from the HEUAC.]
Page 3, first full paragraph, sentence 3: “Based on Tait's representations, the Coyote Canyon
landfill site is technically neither a landfill nor habitat area.” [The comment referred only to the
32 acre potential development site, not to the entire landfill (see video at 21:10).]
Page 3, paragraph 3 from end: “Community Development Director Seimone Jurjis clarified that
staff is actively discussing the property with its owner, Newport Banning Ranch, LLC. The City
is the owner's, as a backup plan if public acquisition of the property does not occur.”
Page 6, paragraph 3, last sentence: “The Southern California Area Association of
Governments (SCAG) has not yet determined if it will litigate the State's regional allocations.”
