Mayor Avery and Council Members:
The past year has been extremely challenging for the City, and our residents and business operators.
We are all hopeful that 2021 is a year of, Turning the Corner—economically, and also for health.
We, the residents and members of our City community, would like to know:
WHY does the Safety and Health of our residents ALWAYS come Last, in terms of decisive action and results?
WHY does the City Council and Staff end up perpetually NOT resolving issues of growing adverse impact and concern to
our Community. Such as:
• Safety of people on the City's boardwalk, sidewalks and streets—Why not Zero Tolerance to speeding and
reckless operations?
• Safety of people, families trying to use playgrounds only to be regularly displaced by reckless, organized
activities perpertuated by business owners without permits, and allowed by those charged with "Enforcement"?
Skating groups, skateboards, various epowered vehicles.
• Groups and party houses with Loud, unruly, disruptive behavior destroying residents peaceful enjoyment of
their homes?
The residents have been given the run-around for way too long, and the problems are only worsening. These worsening
impacts make the City less, not more, attractive as a world class destination for visitors.
Do we have a problem with the City's Culture... it would appear so, given the pattern of practice.
Time to Turn the Corner.

Good evening. My name is Jonathan Hawes. I served as EI Monte City Clerk from 2013 to 2018. Since 2015 I have been a
whistleblower on Andre Quintero and Team EI Monte's embezzlement of $10 million from the EI Monte Promise
Foundation scholarship fund. I have interviewed dozens of EI Monte residents who have privately confirmed that
Promise funds were used for fraudulent trips to Vietnam and Haiti, a bogus consultant in Salt Lake City, house repairs,
and other criminal activities. I have myself been interviewed by the FBI about two dozen times. Documents proving the
embezzlement have been submitted to the FBI and the District Attorney's Office and are now available to the public

Newport Beach City Council to call out these crimes and protect the vulnerable residents of one of the poorest cities in
southern California. EI Monte children, who should've been provided with college scholarships, were robbed. Andre
