MINUTES OF FEBRUARY 3, 2021 The passages shown in italics below are from the draft minutes. Suggested corrections are indicated in strikeout underline format. Page 1, Item III: “Jim Mosher expressed surprise to learn of an unscheduled vacancy on the Housing Element Update Advisory Committee (Committee) and the qualifications for the position. The enabling resolution does not contain a position with the qualifications listed for the vacant position. Also, the enabling resolution designates the current Mayor as the Council's representative to the Committee, and Council Member O'Neill is no longer Mayor.” [Comment: The draft minutes accurately reflect what I said. However, the sentence regarding the qualifications listed for the vacant position was factually incorrect. It was based on the City’s HEUAC webpage at the time, which cited City Council Resolution No. 2020-21 as the enabling act. As part of Item 19 on the October 13, 2020, Council consent calendar, that resolution was repealed and replaced by Resolution No. 2020-93, which indeed lists a position with the qualifications cited in the vacancy notice, even though both the staff report and resolution itself said its purpose was confined to updating HEUAC's "Purpose and Responsibilities" section (namely, removing references to the Circulation Element). And curiously, Resolution No. 2020-93 continues to say HEUAC has nine citizen members, but lists qualifications for only eight. My comment remains correct as to the current Mayor being the ex officio member, although, as before, the current Mayor can designate a different Council member. It might also be noted that although the City’s HEUAC webpage now cites by Resolution No. 2020-93, it continues to list the former HEUAC's "Purpose and Responsibilities," and does not attempt to correlate the appointees with the new qualifications.] Page 2, Item “b”, paragraph 2: “Jim Mosher remarked that the 65 dB contour is very old. The actual contour changes with the flight patterns of aircraft departing JWA. The 65 dB contour has contracted such that almost all of Campus Drive is located outside the contour.” [Comment: It may not have been clear from my comment that the current contraction of the JWA 65 dB CENEL contour shown in their July-September 2020 Quarterly Noise Report is an artifact of the reduced volume of air traffic resulting from the COVID-19 pandemic. It is not expected to be at all permanent since the Settlement Agreement allows commercial jet activity in 2021 and beyond to exceed pre-COVID levels should demand return. Measured annual CENEL contour maps for the last decade can be found on JWA’s Access & Noise Reports page. It might be noted that the 65 dB line being used by HEUAC (which is likely an older growth projection) shows a bulge to the east between Bristol and Quail that is not present in the JWA reports. It is possible this represents modelling of propeller plane activity.] Housing Element Update Advisory Committee - February 17, 2021 Item No. IV(a) Additional Materials Received Minutes of February 3, 2021 February 17, 2021, HEUAC Item IV.a comments - Jim Mosher Page 2 of 2 Page 3, paragraph 5: “Committee Member Sandland reviewed the subcommittee's designations for Parcels 1, 1.5, 2, 3, 4, 6, 7, 8, 11, 48, 50, and 9.” [comma missing] Page 3, paragraph 7: “Committee Member Stevens concurred with Mr. Mosher's concern about relying on old data, equipment, and aircraft and with Deputy Community Development Director Campbell's comment that this is the data we’re stuck with.” [see video at 41:40] Page 3, paragraph 9: “Committee Member Sandland added that the subcommittee attempted to follow policies from the Basic Compatibility Qualities.” [??
