Drawdy that they have met with representatives of the Harbor View Hills Home Owners Association and there is an agreement reached on the area referred to as "high rise" which is shown on the Master Plan as R4. However we intend this evening to change the exhibit to affect all of the R zones with the "B" factor and to show the R-4 as R-4BUL . A. Clemence Is there anyone here who wishes to speak on this Amendment to the Master Plan? It has R-I-B , R-3-B , R-4-UL and CNH all represented in this area. The only question I would have is on the R-3 that is adjoining 5th Avenue and east of the present church site - east of Marguerite . This would be an area between R-2 and R-1 . In the development of this area, what would be the schedule on this . Is there any chance that this might not go R-2, and then if the road pattern or if the freeway were to go through there then would Mr. Reese, representative of the Irvine Company. Reese The plan of development is necessarily nebulous in this area at present time . This development when it takes place there in the future , it is felt that the density of development would be 2 . somewhat consistent with that area south of Fifth Avenue which I understand does have some duplexes . Because of the size and the nature of the lots in the area in some instances , the density is not quite as great perhaps as our development. This is basically the reason for our showing the R-3-B in that particular area . In the area is a development now , an apartment development , "The Shores" - which is a R-3 type development. We have extended that zoning which the land use designation and density which we felt was consistent with that type of develop- ment in the surrounding area . The General Plan Proposal because it is general was then rounded out to include the chirch site , the school site and open areas on further to the north . It was felt that the proposals which we have been requesti.4g were the most restrictive type of a land use density that the land use proposal consistent with the type of development which we feel makes sense and should take place in this particular area. Clemence I think that probably my only other concern would be the pattern of street that might develop in there might 3 one going north and one going south and it ' s really a difficult thing trying to travel these streets and if the R-3 density were to develop in there and have to use those streets as access down to Coast Highway but we might have to take a second look at it, but if say for instance the street pattern after the final plans were to come through were to channel all that traffic in a different direction , well , then I you could change my mind. Reese I think that will undoubtedly happen . It' s a little early to predict what will happen here now. One thing that will have to happen though as far as much more important still is the freeway there and will happen regardless of whether any major development is in its way , and it will tend to channel traffic on Fifth Street over to Marguerite then on down the Coast Highway and in time tend to eliminate the congestion I was thinking perhaps of The Towers ,etc . which would increase the traffic flow without actually widening the streets . It might also 4. help that the R-3 developments which have taken place so far the developments which have taken place and which are contemplated taking place it is felt it is more important. The density proposed for the actual development range between 1/3 to 1/2 of that density which is actually permitted in the R-3 zone , and I think it is characteristic of the type of development being planned for the area although the zoning is necessary to reach the density as proposed we don ' t really anticipate using the maximum density of that zoning . Clemence that become the R-3 island more or less next to R-2 and going over easterly to a lot of R-1 Corona del Mar Corona Highlands but Drawdy Would you have any objection , Mr. Reese , if we show this as R-2-B pending further requirement of your plan as this is a Master Plan which is subject to change and there are other factors involved too so If Mr. Reese has no objection I would suggest that your exhibit be amended to show this section of the map as a R-2-B. ? I would like to stipulate 5 . Clemence Are there any other questions anyone would like to ask on this particular development . Polly Rea I would like to ask Mr. Nolan if he has any comments on anything at this time . Nolan Not insofar as zoning is concerned . The Rea No, as a Master Plan Amendment . Nolan The Irvine Company is working on a master plan of streets and sewers , drainage , water and of course Reese I might comment if I may Harbor View Hills Home Owners Assoc . on the so-called high rise area . The two exhibits on chalkboard there are what we presented although they are not intended as two precise development plans but are merely a, vicinity map . They do embody the concepts that we discussed with you that the 100 feet setback clear zone from the adjacent property - developed property and beyond that no structure exceeding a height plane of 1 foot vertical to 3 feet horizontal which is illustrated on elevations which we felt would permit the ad- vantageous development of a very important landmark piece of property, and while at the V 6 . same time I feel according to the petition the visual the property is equal to if not greater than it which single family type Having met in the homes of the people who discussed this and standing in their yards and looking straight down on the adjacent properties you can say they was safety Downing You recall the first time you asked if if the setbacks are the way you described . It was recently called to my attention that concern had been expressed by residents in Harbor View Hills over the proposed R-4-B-UL portion of G.P. Amendment No. 11. Therefore, on May 14, 1965, I met with representatives of the Harbor View Hills Community Association and reviewed the -development concept for the R-4 area. I am submitting this letter in order that the concept and graphic illustrations can become a matter of record for future reference. The design concept for the entire "Centerview" development calls for approximately 356 dwelling units in the R-4-B-UL area. We feel that the best use of this particular site can- be made if the majority of the units are designed in a high- rise structure sited in conjunction with 1 & 2 story structures, ancillary facilities, and a landscaping scheme which will enhance the unique nature of this particular site . We feel this can all be accomplished in a manner which will create no more, and possibly less, visual intrusion of adjacent residential areas than a typical 1 or 2 story single family residential development. R Planning Commission May 19, 1965 City of Newport Beach Page Two The basic design concept which we wish to document is that no residential structure will be erected within 100 feet of the curb line of Ebbtide Road and the rear property lines of lots 75, 76 and 77 of Tract 2202. In addition, no structure will penetrate a height plane starting at the centerline of Ebbtide Road and the rear lot lines of lots 75, 76, and 77 and rising at an angle of 1 foot vertical height to 3 feet horizontal distance. We feel that these two basic design concepts will assure more than adequate protection to adjacent developments while at this same time permitting a development consistant with the landmark nature of this hilltop site.
