Dear Council Members / City Clerk,
We are a long-time Marine Electrical Panel manufacturer on Production Place in Newport Beach.
We are one of the few marine company's left in the area. We are asking you not to change the
zoning in our area from industrial to more residential, coffee shops, wine & bar shops. The streets
already have no parking available to the businesses here. The residential people around are parking
here along with the 2 schools. We come to work at 6-7 am and the street already has no parking.
We hope that this area does not completely push out the businesses that have been here for many
years. Newport Beach has a need for people in the Marine Industry.
Please reconsider what is happening in this area and not re -zone to have entertainment compete
with us.

Honorable Mayor and Council members,
I wish to express my support for the Zoning Amendment and request that you Pass the amendment.
As an investor in Orange Coast Winery I have an interest in seeing the Industrial Area revitalized. Until recently I was a
Costa Mesa resident. I served a term as Vice Chair of the Planning Commision. I was also a member of the West Side
Overlay committee. So I have a reasonable knowledge of the area and its need for revitalization.
Many types of businesses, including Wine Tasting rooms, augment the use of an area such as this. They, in many cases,
use alternate hours so do not negatively impact traffic or parking. The Industrial area there on the bluff is a great
alternate location as it is away from the tourist centers. Therefore it also has a positive effect in potentially reducing
traffic in the tourist areas by drawing some of the locals.
This amendment would continue the change that is already occurring in the area away from industrial. The Costa Mesa
Overlay has had a positive effect on the West Side. It has not forced out Industry, but has allowed a slow migration to
more urban uses. Thereby increasing tax revenues.
Again I encourage a YES vote on this Zoning Amendment.

City Council Members
Thank you for your consideration regarding Ordinance No. 2021-6: Zoning Code
Amendment to Allow the Operation of Wine Tasting Rooms Within the Industrial
Zoning (IG) District (PA2020-042).
Even though this item was continued at the last meeting (2/23/21) there were still a
few callers who voiced concerns about this zoning change. Each of their concerns is
valid and as local business owners, we share the same concerns. On the other hand,
I would like to clarify some of the concerns raised by the callers and point out how
they should not be attributed to Orange Coast Winery.
Hours of Operation - When we are not closed due to the pandemic, our hours, by
design, are to be open when all other businesses and schools are closed (Monday
thru Friday: 5 pm to 9 pm, Saturday: Noon to 9 pm, and Sunday: Noon to 8 pm.)
Parking - Our wine tasting room is located in a complex with a huge parking lot. This
lot, of course, has a greater number of parking spaces than our occupancy limit
allows for. Our customers do not use street parking since we have so many off-street
parking spaces. The closest residences are hundreds of yards away.
Congestion and Parking Availability on Production Place - A quick look at Google
Maps/Satellite View will show you the businesses on Production Place (where the
callers who voiced concerns own their businesses) are on much smaller parcels with
fewer parking spaces than we have on 16th Street. It is clear they could have parking
issues over there. Our parking does not overflow to Production Place.
Large Parties And Noise - At the last meeting, there were some callers concerned
about large events and noise at all hours. The callers were talking about events
that have nothing to do with our wine tasting room but rather, unsanctioned events
that other business owners in the area have held after hours. I know three
neighboring businesses that hosted outdoor events that may have been heard by
neighbors. Two of the business have since moved. We have an occasional event
when a group rents out one of our wine tasting areas but these events are always
indoors and are within the business operation timeframes noted above.
Bar Environment and Safety - As a wine tasting room, we sell one brand of wine
(ours). We do not sell liquor and we do not sell beer. We are not a bar, but rather,
a wine tasting room. We have never had a police complaint about us in the four
years I have been associated with the business.
Attraction to homeless people. - Our location has not attracted homeless people.
While it is a growing societal and area issue, they are not coming to Orange Coast
Winery.
In closing, I simply want to say my wife and I have been and will continue to be
good neighbors who adhere to local and state rules and regulations. We want to be
part of the Newport Beach community for a long time.

I am against the effort to allow a wine tasting room, by all known tests a bar, to operate within
the Industrial (IG) Zoning District where my commercial building is located.
Last week, I visited Randolph Street off Bristol in Costa Mesa. I noticed in this light industrial
area that three of the properties are now being used as brewpubs: two right next door to each
other and another across the street. See photos attached.
While I understand your proposal would require hundreds of feet of space between wine
tasting rooms, I can imagine that other competing tasting rooms would want to be as close as
possible to each other to attract customers and promote bar hopping. If we allow one winery to
operate here in the IG, others will eventually follow.
I reserve the right to bring all legal actions available to me based on the objections stated
above to the proposed project and zoning change.

City council members,
Two years ago, the council voted against a similar code amendment. We are trying to understand
why the city has spent so much time and effort for the benefit of one business. Rezoning the entire
IG district to accommodate a business that was being run illegally does not make any sense. The fact
that the city is acquiescing to this brazen disregard for existing ordinances sets a bad precedent.
There is a better solution. The entire industrial district needs to undergo a comprehensive land
use study that includes the preferences of the property owners. The sale of alcoholic
beverages in the area is not desirable and must not be allowed until after a comprehensive
study has been completed on the area.
