Rosalinh, Thank you very much for coordinating and forwarding the public works comments regarding the proposed parking garage and existing storm drain. We have had a chance to do further due diligence review and team meetings regarding the storm drain alignment and have updated our project approach as follows: It is understood that the liability for the construction of the parking garage over the storm drain is a concern of the City as a result of the currently unknown existing conditions of the storm drain as well as the potential minor hydraulic constriction that would occur as a result of installing a storm drain liner system. As a result, we have modified the development to now include the removal of the entire stretch of 60”/66” RCP within the limits of the parking garage construction (~200 Linear Foot) as well as the construction of a new 66” RCP storm drain in the identical alignment to match the hydraulic capacity of the existing system while also matching the ultimate design life of the proposed parking garage which will be built over it. The development will also draft and submit a transfer of liability document for the City to review and execute in order to address the City’s concerns with the risk/liability of the structure being built over the storm drain. The proposed improvements will include the construction of access manholes at the beginning and end of the removal/replacement limits in order to allow future maintenance and access to the storm drain system. Final hydraulics of the re-constructed portion of the storm drain will be included in the final hydrology report to depict the ultimate capacity of the 66” storm drain and to denote the proposed system matches and/or exceeds the capacity of the existing system. Could you please coordinate with the public works department in order to confirm the modified approach and let us know if there are any further comments or questions?
