Sinacori, Assistant City Engineer, msinacori@newportbeachca.gov PHONE: 949-644-3342 TITLE: Newport Pier Area Water Main Replacement — Notice of Completion for Contract No. 7631-2 (20W1 1) ABSTRACT: On December 10, 2019, the City Council awarded Contract No. 7631-2 for the Newport Pier Area Water Main Replacement project to Paulus Engineering, Inc. The project replaced older water mains identified in the Water Master Plan in and around the Newport Pier area. The work is now complete, and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. This project also included water main replacement in the West Newport area for four alleys located between 46th Street and 38th Street, and a water main located on Balboa Boulevard between River Avenue and 44th Street. Staff accelerated these master planned water main improvements, as they needed to be completed earlier than originally planned due to resident -initiated utility underground improvement projects within the same general area that are now currently in construction. The contract specifically provided for the removal of existing deteriorated cast iron and asbestos cement water mains and installing new PVC pipe, valves, fire hydrants, water services, pavement restoration, traffic control and other appurtenant work as required by the contract. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original bid amount: $2,651,674.10 Actual Cost of Bid Items Constructed: $2,477,090.60 Total Change Orders: $281,705.44 Final Contract Cost: $2,758,796.04 After award of this contract and during construction, City staff discovered needed underground sewer main and storm drain system repairs. The sewer main repairs located at 215 and 217 28th Street, and 109 25th Street, included replacement of broken pipe tee's for existing chimneys. The storm drain work located at Balboa Boulevard and 28th Street included installation of 90 feet of 12 -inch, reinforced concrete pipe to improve drainage in the area. Three change orders totaling $281,705 in increased contract cost were approved as part of the project. The change orders addressed costs for the abovementioned work including three emergency sewer main point repairs in the West Oceanfront alleys between 27th Street and 24th Street, additional 8 -inch water main, water services, extra asphalt concrete for trenches located on Balboa Boulevard, and traffic loop replacement. The third and final change order provided for asphalt concrete pavement repair work along Balboa Boulevard between 45th and 46th Street including needed bus pad concrete replacement. With the completion of the project, the final contract cost is approximately four percent above the original bid amount. These issues, plus the additional sewer and storm drain work, extended the substantial construction completion date to November 13, 2020. Balboa Boulevard pavement repairs had to be rescheduled due to planned utility undergrounding work for Balboa Boulevard and Southern California Gas Company (SCG) system repairs, which delayed the close-out of this contract.
