Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: Sewer & Storm Drain Systems Rehabilitation Project — Notice of Completion for Contract No. 7538-1 (18S03 & 19D02) ABSTRACT: On July 23, 2019, City Council awarded Contract No. 7538-1 for the Sewer & Storm Drain Systems Rehabilitation Project to Sancon Technologies, Inc. The project included sewer and storm drain repairs throughout the City. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. DISCUSSION: Overall Contract Cost/Time Summary Awarded Final Cost at Contingency Actual % Due to % Due to Contract Amount Completion Allowance Contract Directed Unforeseen Change Change Change $2,389,589.50 $2,783,669.96 16.7% 16.5% 11.4% 5.1% Allowed Contract Time + 302 Actual Time +2 Approved Extensions (days) = Under (-) or Over (+) 6-1 Sewer & Storm Drain Systems Rehabilitation Project — Notice of Completion for Contract No. 7538-1 (18503 & 19D02) April 13, 2021 Page 2 The work necessary for the completion of this contract consisted of distributing construction notices to affected business and residents; construction surveying; hydro -cleaning of existing sewer mains and storm drain lines; CCTV recording and inspecting said sewer mains and storm drain lines; installing structural lining in existing sewer mains and re -opening existing service laterals; making necessary repairs and installing structural lining in existing storm drain pipes; removing and replacing existing corrugated metal storm drain lines on 10th Street and also along the parkway at Cameo Highlands and E. Coast Hwy; constructing new sewer manholes; reconstructing one (1) storm drain manhole; installing a drop inlet to replace the missing structure at a desilting basin; trench excavating; resurfacing affected areas; and all other work as described in the contract documents. Sancon's bid also included an additive bid item to install a sewer line and clarifier at the City Yard to assist with fluid and debris disposal collected by the City of Newport Beach's pipeline -cleaning Vactor trucks. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: Actual Cost of Bid Items Constructed: Total Change Orders: Final Contract Cost: $2,389,589.50 $2,030,469.12 $753,200.84 $2,783,669.96 Several change orders were issued as the result of both directed and unforeseen conditions in the field discovered during construction. Some of the larger change orders are listed and described below. During the replacement of the storm drain in 10th Street, it was determined that the pavement in that street should also be replaced due to undermining caused by the failed storm drain line. This additional pavement replacement work cost $49,071. Additional control valves were needed as part of the City Yard clarifier installation, which cost $15,365. Upon close up inspection, several sewer lines required additional point repairs before lining could be completed, which totaled $54,398. Additional storm drain lining and point repair was required, which cost $49,005. Sectional lining and grouting were required on the sewer in Jamboree Road before typical lining, and due to the complexity of the work, those change orders totaled $99,033. Unanticipated repairs required at a manhole on South Bay Front (to enable lining), cost $12,989. During the lining of the sewer in the alley east of Diamond Ave., the sewer line collapsed, and extensive emergency sewer repair work had to be completed. The adjacent water line also had to be repaired, as well as the pavement due to all of the work. This emergency work totaled $228,843. This contract was near completion when it was determined that more contingency was required to allow for needed sewer point repairs in the AD 117 part of Corona del Mar (CdM). The work was necessary prior to the concrete alley rehabilitation. In accordance with Council policy, the City Manager authorized an additional $230,000 of contingency funding, which brought the total contingency to 16.7%. Several repairs in five different areas of CdM were performed, totaling $229,984. 6-2 Sewer & Storm Drain Systems Rehabilitation Project — Notice of Completion for Contract No. 7538-1 (18503 & 19D02) April 13, 2021 Page 3 A summary of the project schedule is as follows: Estimated Start of Construction per Annual Baseline Schedule September 2, 2019 Actual Start of Construction Per Notice to Proceed September 3, 2019 Extended Contract Completion Date Inclusive of Extra Work January 15, 2021 Actual Substantial Construction Completion Date September 25, 2020 The project was substantially complete on September 25, 2020 with all lining and reconstruction improvements completed to the satisfaction of the Public Works Department.
