RECOMMENDATION 1)Continue the item to the May 13, 2021, Zoning Administrator Hearing. PUBLIC NOTICE Notice of this public hearing was published in the Daily Pilot, mailed to all owners within 300 feet of the boundaries of the site (excluding intervening rights-of-way and waterways), including the applicant, and posted on the subject property at least 10 days before the scheduled hearing, consistent with the provisions of the Municipal Code. Additionally, the item appeared on the agenda for this meeting, which was posted at City Hall and on the City website. Zoning Administrator: Please see attached from a City of Newport Beach conditional approval 41 years ago. As a neighbor who has watched many restaurants come and go in the restaurant space now going tobe occupied by Chipotle Mexican Grill, it is very important to keep the provision highlighted: “THAT EMPLOYEES OF THE RESTAURANT FACILITY SHALL PARK ON-SITE AT ALL TIMES” Without this provision, restaurant employees use the scarce and very limited street parking fortheir vehicles for 8-9 hour blocks of time which significantly inconveniences neighbors who go in and out all day. This provision needs to be implemented and monitored by the Chipotlerestaurant manager on duty. If Chipotle customers use street parking, no problem as they only using spaces for an hour or two maximum. Requiring any and all employees of Chipotle Mexican Grill to park on-site is both consistentwith City of Newport Beach past operating requirements and also good common sense and a very reasonable and logical current requirement for Chipotle Mexican Grill’s Conditional UsePermit.
