ANIMAL SHELTER
Background
On October 1, 1979, the City entered into its current animal
shelter agreement with Newport Harbor Animal Hospital. The
rates established at that time for shelter services have not
been increased during the 14 months of the contract term.
Request for Rate Increase
In a letter dated December 19, 1980 (attached), Dr. Gary Burge
of Newport Harbor Animal Hospital has submitted a rate increase
request. As noted therein, the facility is in the process of
increasing general hospital rates approximately 15% to help
offset increasing labor, food and general supply costs. In
connection with this general price increase and in accordance
with the contract requirement for Council approval of any
shelter rate increases, the request from Dr. Burge has been
placed on the agenda.

Discussion
Attached also to this staff report is a memorandum from the Chief
of Police regarding the rate increase proposal. The Chief comments
that the proposed rates are "....fully consistent with increased
operating expenses" and recommends their approval. Additionally,
the Department was contacted by this office relative to the ade-
quacy of the shelter services provided and the operating relation-
ship between the Department and the shelter. In both instances
the shelter has received an excellent rating by the Police Depart-
ment.

Recommendation
Based upon the above discussion, it is recommended that the
City Council adopt Resolution No. approving the
proposed shelter rate increases.

After 14 months of handling the shelter facility for the City
of Newport Beach we are pleased with.the relationship that
has developed between the City and our hospital..
We are in the midst of increasing our general hospital prices
about 15% to keep up with our rapidly rising labor, food, and
general supply expenses. We are hereby requesting the following
price increase:

SUBJECT: REQUEST FOR RATE INCREASE - ANIMAL SHELTER
This is to recommend approval of the proposed animal shelter rate
increases. The present contract establishing rates was executed
on October 1, 1979; the proposed increases are fully consistant
with increased operating expenses since that date.
No other agency in the Harbor Area utilizes the animal shelter
arrangement that Newport Beach does; they are either city operated
or contracted out through Orange County. It is, therefore, impos-
sible to survey comparable rates/services. The proposed rates
are substantially below private party rates, however, and should
be approved as requested.
