I live at 1706 on Port Margate Place and drive on Ford Road daily. My children attended CDM High School and used Ford Road to ride to and ride home from School. That path was much safer than having them ride adjacent to Bonita Canyon road. I understand someone has a money- making idea of putting apartment-like homes on Ford Road near the intersection of Macarthur Boulevard. Is the environmental impact report for this undertaking available for public review? I hope the city is not considering a construction project like this to be de minimis? The increased green-house gas emissions associated with a project like this need to be assessed, and that will be the least of the impacts. I have the unique perspective in that I manage a remediation project in a local residential neighborhood. This residential clean-up was ordered by the Regional Water Quality Control Board and entails many steps to ensure public safety and mitigating nuisance created by odor and noise. I have erected 14-foot tall sound blankets around the perimeter of my work zone at a cost of $750,000. The nuisance from noise created by the Ford Road project will be exceedingly high. I am not sure what the city statutes for noise but I would guess 75 DB. The Backup alarms on the trucks will exceed 90 db, which will be unacceptable for sensitive receptors in the area. If the developer intends to back his trucks all the way from Mesa View to the construction site the noise impacts will be prolonged and substantial. The traffic delays caused by such a loading operation will be significant. However, the safety aspect of adding construction traffic and residential traffic to a road that is really only for park access will be difficult to mitigate.
