This proposal is incompatible with the Harbor View Homes neighborhood. The proposed land use designation change to Multi-Unit Residential (RM) is incompatible with the Port Streets/Harbor View Homes Land Use designation of Single Unit Residential Detached (RS-D) and there are no RM uses on the east side of MacArthur Boulevard and south of Bonita Canyon in the area of our existing single- family homes. The proposed RM land use is a “jump” up of 3 Land Use Categories up from RS-D ( i.e. RS-A, RT and then RM) so is not compatible in this area dominated by lower density single family homes. Also – the proposed zoning change from Public Facilities (PF) to multi-unit residential (RM) which allows a FAL (aka FAR) of 1.75 which equated to 38 units on the 1.061 acre site (which is 36 units per acre) is incompatible. This RM zoning is incompatible with the Planned Community PC-3 zoning of the Harbor View Homes neighborhood which has a density of less than 4 units per acre (about 1,000 homes on about 280 acres). The density of the proposed project, even at the proposed 21 units (which equates to 20 units per acre) is incompatible with the neighborhood. The proposal is for a density of over five times the adjacent Harbor View Homes neighborhood and doesn’t make sense. Thank you for your consideration.
