A General Plan Amendment and rezone of the property should require a full EIR and not a negative dec. This is a major change to the neighborhood, general plan, and rezone, a negative dec. is inadequate. 2. The “traffic study” (I only saw a section on traffic, not a full traffic study) is flawed. A 21 unit apartment unit with 63 bedrooms will generate more than 10 peak trips in peak times. The assumptions that came up with this few number of trips are flawed. 63 bedrooms, will easily be at least 63 persons living at the project, if not more. Since multi-family units attract more adults than children, this could be as many as 60+ adults living here, all whom will be leaving for work and returning at peak times, not to mention shopping and other trips. Peak trips will be substantially more than indicated. 3. As mentioned above, the 63 bedrooms could have 60 + adults living in them, all with cars. The parking for the project is inadequate. There would need to be at least one resident parking spot for each bedroom, plus guest parking…. At least 80 on-site parking spots should be provided. 4. The guest parking will be so unattractive and unseen (underground) by guests, the adjacent Bonita parking lot will be in constant use by the project. There needs to be visible, surface parking available to guests for the project, in order to insure they park on-site. Please submit my comments to the environmental documents into the public record. I am confirming reception and appreciate your thoughtful comments. I will keep your email as part of the public record and will attach it to the Planning Commission staff report as correspondence received when this project goes for public hearing. There was a Planning Commission study session held Thursday last week to introduce the project to the Commissioners and the public. No action was taken at this meeting. The agenda packet and a video recording are available here. The environmental document for the project is available here. If the applicant chooses to move forward, there will be: 1. A public hearing with the Planning Commission wherein action will be taken on the project; 2. A public hearing with the John Wayne Airport Land Use Commission because this is a legislative action that would change land use within the airport planning area; and 3. A public hearing with the City Council where a final action will be rendered. On that note, I will add your email address to the interest list, so I can keep you informed as to when any upcoming hearings are going to occur. The parking is significantly inadequate for the number of units. The code is obsolete. There needs to be 2 parking spots for every 1 bedroom, and another .5 parking spots for visitors for each unit.
