The following documentation is required to complete the application: 1. Please provide an electronic copy of all submittal items including plans. 2. Please provide/update the mailing labels to comply with City requirements. Please refer to the handout on Public Noticing Requirements (attached). 3. Preliminary Grading and Drainage sheets need to be included in the plans at this time. 4. The project will be subject to our standard Water Efficient Landscaping Requirements. A full landscape package is not necessary at this time, however, preliminary landscape information such as a planting plan should be included in the plans. (I see that the information is captured in text-form in the application package, but please provide a sheet(s) for the plan set). 5. Please provide the following supplemental materials: a. Construction Pollution Prevention Plan (Section 21.35.030). Due to proximity to the bay, a CPPP is required. A preliminary CPPP (based on site conditions and project features known at the time of application) shall be provided with the CDP application, and a final CPPP shall be provided for approval prior to construction. 6. Water Quality and Hydrology Plan (21.35.050). The project proposes 75 percent impervious surface area on the site, therefore necessitating preparation of the WQHP. A preliminary WQHP (based on site conditions and project features known at the time of application) shall be provided with the CDP application, and a final WQHP shall be submitted prior to issuance of the coastal development permit. Incomplete Notice Page 2 7. Please note that an additional deposit of $1,500 is required to offset the cost of City review of water quality documents. 8. The Coastal Hazards Report does not appear to address items a, d, and e of Section 21.30.015 E 2. (If this information is included in the report please provide direction as to the location, otherwise update accordingly). a. A statement of the preparer’s qualifications; d. On sites with an existing bulkhead, a determination as to whether the existing bulkhead can be removed and/or the existing or a replacement bulkhead is required to protect existing principal structures and adjacent development or public facilities on the site or in the surrounding areas; and e. Identification of necessary mitigation measures to address current hazardous conditions such as siting development away from hazardous areas and elevating the finished floor of structures to be at or above the base flood elevation including measures that may be required in the future to address increased erosion and flooding due to sea level rise such as waterproofing, flood shields, watertight doors, moveable floodwalls, partitions, water-resistive sealant devices, sandbagging and other similar flood-proofing techniques. 9. Please review the requirements in Appendix A for Steps 1 and 2. All of these components should be included, and if there are any components that are not applicable (e.g. coastal bluff requirements) please state that in the reports. Upon verification of completion, the application will be processed and scheduled for a Zoning Administrator Hearing. Please be advised that staff may have additional comments or corrections upon submittal of the additional materials listed above.
