I. CALL TO ORDER – The meeting was called to order at 3:00 p.m. Staff Present: James Campbell, Zoning Administrator Liane Schuller, Planning Consultant II. REQUEST FOR CONTINUANCES None. III. APPROVAL OF MINUTES ITEM NO. 1 MINUTES OF SEPTEMBER 26, 2019 Action: Approved IV. PUBLIC HEARING ITEMS ITEM NO. 2 Sessions Alcohol Sales Minor Use Permit No. UP2019-040 (PA2019-141) Site Location: 101 Newport Center Drive Council District 5 Liane Schuller, Planning Consultant, provided a brief project description stating that Sessions West Coast Deli is opening a second Newport Beach location in Fashion Island, and is seeking approval to serve beer and wine in conjunction with their food service. The restaurant/food service establishment is permitted by right within this commercial district; however, a minor use permit is required in order to serve alcohol. The application has been reviewed by the Police Department, and the conditions of approval from that department have been included in the draft resolution. Staff believes that the proposed use is compatible with surrounding permitted commercial uses, and that the proposed conditions of approval for the sale of beer and wine will serve to eliminate or minimize any potential problems stemming from the sale of alcohol in conjunction with the food service use. The proposed conditions of approval restrict the hours of operation (no late hours), establish operational limitations (no dancing, no live entertainment), require certified training for those employees serving alcohol, and restrictions on signage and noise. Staff is recommending approval of the application. The Zoning Administrator opened the public hearing. Applicant Matt Meddock, stated that he had reviewed the draft resolution and agrees with all of the conditions. Seeing that no one from the public wished to comment, the public hearing was closed.
