Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Eric Loke, Senior Civil Engineer, eloke@newportbeachca.gov PHONE: 949-644-3336 TITLE: Fiscal Year 2020-21 Traffic Signal Rehabilitation Project — Award of Contract No. 7791-1 A (21 TO 1) Staff has received construction bids for the Fiscal Year 2020-21 Traffic Signal Rehabilitation Project and requests City Council approval to award the construction contract to KDC, Inc., dba Dynalectric of Los Alamitos, California. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Approve the project plans and specifications; c) Award Contract No. 7791-1A to KDC, Inc., dba Dynalectric for the total bid price of $741,544 and authorize the Mayor and City Clerk to execute the contract; and d) Establish $75,000 (approximately 10 percent) contingency amount to cover the cost of unforeseen work not included in the original contract. DISCUSSION: The Public Works Department operates 123 city -owned traffic signals. Annually, a project is developed to replace and rehabilitate older traffic signals that are at the end of their service lives. The work typically consists of replacing aging poles, control cabinets, equipment and wiring to maintain the existing traffic signal operation and increase the reliability of the Traffic Signal System. For this budget year, the project consists of the following three (3) locations: • MacArthur Boulevard at Bonita Canyon Drive • Placentia Avenue at West 15th Street • Newport Coast Drive at San Joaquin Hills Road 10-1 Fiscal Year 2020-21 Traffic Signal Rehabilitation Project — Award of Contract No. 7791-1 A (21 TO 1) May 25, 2021 Page 2 At 10 a.m. on May 10, 2021, the City Clerk opened and read the bids for the FY 2020-21 Traffic Signal Rehabilitation Project. The bids are as follows: RANK BIDDER TOTAL BID AMOUNT Low KDC, Inc., dba Dynalectric $741,544.00 2nd DBX, Inc. $753,830.00 3rd Elecnor Belco Electric, Inc. $799,794.00 4th Crosstown Electrical & Data, Inc. $819,987.00 5th International Line Builders, Inc. $849,905.00 6th California Professional Engineering, Inc. $878,680.00 7th Comet Electric $896,290.00 8th Asplundh Construction, LLC $976,320.00 9th Select Electric, Inc. $1,220,205.00 The low bid amount is six (6) percent below the Engineer's Estimate of $790,000.00. The low bidder, KDC, Inc., dba Dynalectric, possesses a California State Contractors License Classification "C-10" as required by the contract documents. The contractor has successfully completed similar projects within Newport Beach and a check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. The project plans and specifications will be available for viewing in the City Council Chambers at the time of this meeting. FISCAL IMPACT: The adopted budget includes sufficient funding for the award of this contract. The following funds will be expensed: Account Description Gas Tax General Fund Proposed fund uses are as follows: Vendor KDC, Inc., dba Dynalectric KDC, Inc., dba Dynalectric Various Account Number Amount 12101-980000-21 T01 $ 802,802.30 01201927-980000-20T01 $ 17,197.70 Total: $ 820,000.00 Purpose Amount Construction Contract $ 741,544.00 Contingency $ 75,000.00 Incidentals, Printing $ 3,456.00 Total: $ 820,000.00 Staff recommends establishing $75,000.00 (approximately 10 percent of total bid) for contingency purposes and unforeseen conditions associated with construction. 10-2 Fiscal Year 2020-21 Traffic Signal Rehabilitation Project — Award of Contract No. 7791-1 A (21 TO 1) May 25, 2021 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
