I. CALL TO ORDER – The meeting was called to order at 10:00 a.m. Staff Present (Remote): Jaime Murillo, Zoning Administrator Matthew Schneider, Principal Planner Chelsea Crager, Associate Planner Joselyn Perez, Assistant Planner Melinda Whelan, Assistant Planner Afshin Atapour, Planning Technician II. REQUEST FOR CONTINUANCES None. III. APPROVAL OF MINUTES ITEM NO. 1 MINUTES OF MAY 13, 2021 Action: Approved as Amended IV. PUBLIC HEARING ITEMS ITEM NO. 2 Rye Goods Bakery and Deli Minor Use Permit No. UP2021-012 (PA2021-063) Site Location: 3418 Via Lido Council District 1 Melinda Whelan, Assistant Planner, provided a brief project description stating that the request of a minor use permit is to allow an existing food service, eating and drinking establishment (Rye Goods Bakery and Deli) to add a Type 41 Alcoholic Beverage Control License (On-Sale Beer and Wine) and a Type 20 (Off Sale Beer and Wine) Alcoholic Beverage License. The request does not include any physical changes to the existing establishment. The existing establishment is 1,013 square feet including a 514-square-foot interior net public area and a 250-square-foot outdoor dining patio area. The hours of operation will remain 7:00 a.m. to 10:00 p.m., daily. Applicant Sara Lezama stated that she had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. The Zoning Administrator noted a typographical error of a duplicate condition that he asked to be deleted. Action: Approved as Amended MINUTES OF THE MEETING OF THE NEWPORT BEACH ZONING ADMINISTRATOR 05/27/2021 Page 2 of 3 ITEM NO. 3 Sommerdyke and Meacham Residential Condominium Conversion No. CC2021-002 (PA2021-060) Site Location: 720 and 720 ½ Iris Avenue Council District 6 Joselyn Perez, Assistant Planner, provided a brief project description stating that the request would modify an existing Condominium Conversion from requiring a four-car garage, which is a greater parking requirement than what the zoning code currently requires for a two-unit dwelling. A requirement of two parking spaces per unit, one in a garage and one in a carport is the current zoning code requirement. No other changes are requested. The Zoning Administrator asked Assistant Planner Perez if there was any discussion in the original approval for intentionally conditioning the project to require a four-car garage. Ms. Perez responded that there is no specific reason given for the requirement. The Zoning Administrator then requested an addition to the decision of the resolution that the resolution supersedes Condominium Conversion No. CC2005-009, which upon vesting of the rights authorized by this Condominium Conversion, shall become null and void. Applicant James Meacham on behalf of both himself and Mr. Sommerdyke stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. Action: Approved as Amended ITEM NO. 4 Antoci Residence Coastal Development Permit No. CD2020-152 (PA2020-323) Site Location: 2286 Channel Road Council District 1 Chelsea Crager, Associate Planner, provided a brief project description stating that the project is a coastal development permit to allow the demolition of an existing single-family residence and the construction of a new, approximately 3,897-square-foot, three-story residence including an attached three-car garage. The project also includes additional appurtenances such as landscaping, hardscaping, drainage, a barbeque counter, and a reinforced bulkhead cap for protection against coastal hazards. The design complies with all applicable development standards and no deviations are requested. The Zoning Administrator noted that the plans show that the home is two stories and noted that the third story is a roof deck only. This more accurate description should be updated in the resolution. Applicant Jeff Logan stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. Action: Approved as Amended MINUTES OF THE MEETING OF THE NEWPORT BEACH ZONING ADMINISTRATOR 05/27/2021 Page 3 of 3 ITEM NO. 5 Kruse Residence Coastal Development Permit No. CD2021-013 (PA2021-069) Site Location: 630 Via Lido Nord Council District 1 Afshin Atapour, Planning Technician, provided a brief project description stating that this is for a Coastal Development Permit (CDP) to allow the demolition of an existing single-family residence and construct a 2,630-square-foot, two-story, single-family residence with an attached 566-square-foot two-car garage. The project includes landscape, hardscape, and subsurface drainage facilities all within the confines of the private property. The project complies with all development standards and no deviations are requested. Afshin Atapour stated edits to be made to the staff report to update the 2.95 foot to 3 feet to reflect the increase in the maximum water level over the next 75 years based on the coastal hazards report. As well as an edit in the staff report and draft resolution to edit 10.9 to 10.7 feet (NAVD88) to account for the Sea Level Rise anticipated for the next 75 years. The Zoning Administrator confirmed with staff that any edits will be incorporated into the revised resolution. Applicant Ian Harrison, Architect, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed. Action: Approved as Amended V. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. VI.
