TITLE: Installation of Disabled Transfer Lift at Marina Park
ABSTRACT:
Mayor Pro Tem Kevin Muldoon requested a disabled transfer lift be installed at Marina
Park to improve access to the harbor for the disabled community. The adaptive hoist
would support boating programs at Marina Park and be available to all boaters utilizing
Newport Harbor.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA Guidelines,
because this project has no potential to have a significant effect on the environment;
and
b) Direct staff to purchase and install a disabled transfer lift on the Sailing Center dock
system at Marina Park.
DISCUSSION:
The Marina Park Sailing Center and Marina were built in 2015 and offer a variety of
boating programs and a short -term -stay marina. Boating programs are offered for all ages
and abilities and include learn to sail, stand up paddle board, boating and kayaking
opportunities. Recently, the Recreation and Senior Services Department entered into an
agreement with Orange Coast College School of Sailing and Seamanship to provide a
well-rounded instructional sailing program to the community. This new partnership and
state-of-the-art sailing center is ideally equipped to expand its current offerings with
adaptive sailing. The addition of a disabled transfer lift at Marina Park will expand
opportunities for the public to learn how to sail and provide equitable access in the
Newport Harbor.

FISCAL IMPACT:
The adopted budget includes sufficient funding for this purchase, estimated to be in the
range of $5,000 to $6,000. The lift will be expensed to the Facilities Maintenance and
Operations account in the Recreation and Senior Services Department, 0107024-
911024.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) of the
CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment.
The proposed project includes the installation of an ADA lift on an existing dock, which
would result in negligible expansion of the existing marina use. No ground disturbance is
required, and no construction is proposed in the water.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
