The committee members have annual terms that are subject to City Council confirmation. The process to fill the vacancies is provided in Resolution No. 2017-58, City Council Policy A-2 (Boards, Commissions and Committees), and the Maddy Act. All vacancies were noticed according to the Maddy Act and City Council Policy A-2. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Confirm the following appointments to the Finance Committee: (1) Council Member Will O'Neill, who will serve as Chair, (2) Mayor Brad Avery, (3) Council Member Noah Blom, (4) John Reed based upon Mayor Pro Tem Kevin Muldoon's recommendation, (5) Nancy Scarbrough based upon Council Member Joy Brenner's recommendation, (6) Joe Stapleton based upon Council Member Diane Dixon's recommendation, and (7) William Collopy based upon Council Member Duffy Duffield's recommendation. DISCUSSION: On September 13, 2017, the City Council adopted Resolution No. 2017-58 which, among other changes, modified the term of the Finance Committee's membership to align with the fiscal year and confirmed that a citizen members term would be one year or until their respective successor is appointed and qualified. The current citizen members' terms are scheduled to expire on June 30, 2021. The citizen appointees will serve a one-year term ending June 30, 2022. The Council Members serve on the Finance Committee at the pleasure of the City Council. 13-1 Confirm Annual Appointments to the Finance Committee June 22, 2021 Page 2 Pursuant to the Maddy Act and City Council Policy A-2, the City Clerk posted the annual vacancy list prior to December 31, 2020, prepared and posted a Notice of Scheduled Vacancies (Notice) on Wednesday, April 21, 2021, in the City Clerk's Office, at the Central Library, and on the bulletin board in the City Council Chambers. The Notice was also placed on the City's webpage on Wednesday, April 21, 2021, and was published in the Daily Pilot on Saturday, April 24, 2021. As per the Notice, applications were accepted by the City Clerk's Office until noon on Wednesday, May 26, 2021. Copies of the applications are attached hereto as Attachment A. FISCAL IMPACT: There is no fiscal impact related to this item. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
