I had two replies to the email that tell me I need to clarify. It is not my intent to halt the rescinding of the emergency ordinance in total. I hope my explanation to Mr. O'Neill provides clarification. Dear Mr. O'Neill, Thank you for your prompt reply. My position is to ask to take the two STR regulations (no new STR permits issued and a three -night minimum) out of the rescinding of the emergency ordinance. I apologize if I was not specific on that request. In my last paragraph I addressed that but I could have stressed that more. If that is not possible, then I stand corrected. Perhaps there is something that can be addressed at a later time. I base my request on the fact that the Coastal Commission is sitting on a recommendation from the council that would cap STR permits at 1500 and require a three -night minimum stay. City staff has worked with Coastal staff and I have not heard that the Coastal staff is opposed to those recommendations. If the Coastal Commission was not involved in this process, it is reasonable to assume those regulations would be in place today. I am learning at every stage and apologize for needing to send a follow up email. We are unfortunately at the mercy of the Coastal Commission and have no idea when the recommendations to amend the LCP will be heard. It has been a long process from when we first experienced the huge increase in STR permits and hearing that there are 300 STR permits waiting to be approved concerns me. The vote was 6-1. On October 20, 2020 this council passed Ordinance 20-26 amending the LCP, as it relates to STIR regulations, by a 4-3 vote and forwarded the recommendations to the Coastal Commission. Included in that ordinance is a cap of 1500 permits and a minimum 3 night stay both of which will be abolished if Resolution No. 2021-62 is passed. Coastal Commission is holding up Ordinance 20-26 and has not even conducted a hearing on it eight months later. Newport residents are being penalized for an inefficient process of regulating STIR properties in the coastal zone. Hopefully this quagmire will be resolved if Assembly Bill 964 is passed and cities closest to the issue can legislate on STIR regulations. Until that time, why terminate the cap and minimum thee -night stay before Coastal rules on Ordinance 20-26? If the city thought it was a good idea to include those regulations in October, 2020, they are still valid today. There are more STIR permits in Newport Beach than in any coastal community in California and perhaps more than in any city regardless of proximity to the coast. Does Newport Beach want to be the "Poster Child" for what is wrong with short term lodging? You do not have to look hard to find cities all over the world are fighting to curb their growth. Historically less than a three -night stay encourages rentals solely to hold a party. Given that the city has not approved any additional code enforcement officers this summer, it is short sighted to increase the number of permits allocated and permit one night rentals when coastal may well accept the recommendations presented in Ordinance 20-26. The council correctly identified, at the last council meeting, that tourists put a strain on city services and bring little to the economy. The termination of the emergency order will do nothing but make that situation worse. Please reconsider termination of all of the requirements included in the emergency order that was declared in March 2020 until the Coastal Commission has heard, discussed and voted on Ordinance 20-26. We raised our 4 daughters here. We understand that the emergency ordinance restricting the short term lodging in the city may be rescinded during your meeting tomorrow. We are concerned how this will affect Newport Island. We are currently waiting for approval from the Coastal Commission to tighten the rules regarding STRs on our island, a move that you have already recommended. How this moves forward is in the hands of you, our elected representatives. Our desire to live in Newport Beach was driven by our childhood memories of vacationing for a few weeks every year near the beach. These were weekly summer rentals occupied mostly by families. Newport was a great vacation destination. But that is changing. The Internet has facilitated an opportunity to exploit vacation rentals into hotel party hot spots. STR's may be profitable for the city and for a few businesses that sublease properties by turning them into STR's. But this is not conducive to full time residence. We live on Newport Island and chose this location because it offered serene living, its close proximity to Lido village and the beach. There clearly is a problem, evidenced by the outcry of the full time residences of Newport Island. I urge to not lift the restrictions currently in place in Newport Island. Good morning, First I want to thank Mayor O'Neill for his awesome & honest communication. I appreciate his Instagram posts a lot! The other day, he was praising the mentor program at NHHS and my son was a part of it this year, so I appreciated his shout out to the program's hard working coordinator & for being a mentor himself. My 17 yo son asked me the other day, why all schools don't have a mentor program because it helped him tremendously & it's been the thing he's learned the most from in school thus far. Anyway, my reason for writing today is to let you know I fully support your removing the emergency declaration for our city. This declaration being left in place by the governor, is just another glaring reminder of the hypocrisy, corruption & money motivation that plagues our state's government. I appreciate you taking steps to remove this declaration and allow NB to stand on its own. Also, in my constant thoughts about a solution to the homeless crisis, I'm curious as to whether the old EI Toro hangars have ever been thought about for being a home to the homeless. I think about the space wasted there and the fact that they could quite literally house a thousand homeless. Incorporating an area just for on site psych/counseling, utilizing local university psych students as interns to provide counseling... having on-site AA volunteers to head meetings right there, creating an adjacent farming area to allow homeless there to participate & learn about sustainable living. Allowing residents to take some pride in learning about and growing some of their own food. There would be a donation drop off where the community could drop off clothing items including unwanted professional attire which could be used for interviewing for jobs at onsite job fairs. Students at local universities could provide & get credit for student teaching while assisting the homeless with basic skills like reading & accounting... and provide help filling out job applications. I have all these thoughts of what could be done -and how those willing in the local communities could help. I'm guessing there are political quotients I'm not aware that May complicate things, after all -I don't believe the governor of CA wants these people doing anything besides relying on state government. Though as time passes, it's hard for me to watch the homeless continue to suffer and for local beach communities and beaches themselves to suffer while being used as their homes as well. They should not be given the option to continue living on our beaches or boardwalks... the government should insist that they be housed properly. That's all I have -and I thank you for all you do and how you choose to serve our city- with honesty and integrity. Hello, I'm a NB resident writing to express my desire to see the emergency declaration ended in NB. The technical use for emergency orders are to prevent extreme danger or peril to city resources and citizens. Clearly that is not the case here. To keep the emergency declaration means there is a gross misuse of power of the city council, as well as a desire to continue keeping its taxpayers and citizens under an arbitrary set of rules that gives local government more power than it needs to run the city TODAY. City council members are not immune from legal suit when they misuse their power for ill gain and not to represent the citizenry. Hello, I own a hair salon in Corona Del Mar that I opened in 2020 right before the shutdowns. Despite my industry being closed the majority of the year, I always found a way to make my rent as I didn't want to leave my landlord hanging as I understand the last year was a community effort. Although California has loosened the mandates, many people are still skeptical which has made it extremely difficult to hire new stylists at my space. Please end the emergency orders so that small businesses like mine don't feel like they have to walk on eggshells as they struggle to survive in California. Just for reference the reason I ask the above is because during one of the last city meetings which I watched on the city TV channel in early June, a slide presentation gave the number of STIR citations as 101 total, with verbal confirmation that 10 were from Newport Island. That equates roughly 10% from 1.2% of permit holders which I think is high enough to warrant no additional permits on Newport Island or applying a cap here and a minimum requirement for nights stayed.
