SUBJECT: TENTATIVE AGREEMENT WITH THE NEWPORT BEACH
PROFESSIONAL AND TECHNICAL EMPLOYEES
ASSOCIATION
The following points have been ageed to in terms of a one year
Memorandum of Understanding by both the negotiators for the Newport
Beach Professional and Technical Employees Association and the City's
negotiators. Final agreement is subject to ratification by the members of the
Association and approval by the city Council.
1. 1990-91 a total compensation increase of 7.5%
2 The $400 cap will remain on medical coverage for the life of this
M.O.U.
3. The disability insurance benefit will be improved at no additional cost
to the employee as follows:
When an employee having five years of service, but less than
ten with the City is on an approved disability leave of absence
(up to a maximum of one-year), the City will pay one-third of
the cost of the employee's insurance (health, life, and disability);
for an employee with ten years of service, but less than fifteen,
the City will pay two-thirds of the cost; the City will pay the
entire cost for an employee with fifteen or more years of service.
4. Tuition reimbursement will be increase from $1275 annually to $1550
annually. Payment be a one-time lump -sum payment.
5. Professional Technical employees hired before July 1, 1990 will have
the option to either remain in the current vacation/sick leave program or to
participate in Paid Leave Program. A description of the Paid Leave program is
attached.

There will be an open enrollment period from July 1, 1990 to September 17,
1990 during which employees may choose to join the Paid Leave program.
Program will begin on September 1, 1990.
7. In order to achieve two 4 -day weekends, the Professional Technical
employees will exhange one floating holiday in 1990-91 for the mornings of
both Christmas and New Year's eve which are scheduled work periods.
8. The meeting schedule of the Medical Advisory committee, which is
comprised of representatives from each employee association, will be
expanded to provide for an additional meeting in July to consder health plan
enrollment figures. Additional unscheduled meeting may be called by either
the members of the committee or the Personnel Director.
9. The Association will participate in an ad hoc committee to prepare a
drug testing for cause policy.
10. The Association will work with the City to prepare a handbook of rules
and policies to be distributed to all members.
