Assistant City Engineer, tsandefur@newportbeachca.gov PHONE: 949-644-3321 TITLE: City Bridge Maintenance Project — Rejection of All Bids for Contract No. 7679-1 (21 R13) ABSTRACT: The City of Newport Beach (City) recently advertised a project for the periodic maintenance of seven City -owned bridges. The City only received two bids and both bids, when combined with a necessary contingency of 10 percent, were significantly higher than the available budget. Staff recommends rejecting all the bids and re-evaluating the scope of the proposed projects to accommodate the available budget. RECOMMENDATION: a) Reject all bids received for Contract No. 7679-1 and direct staff to modify the scope of the project and re -advertise. DISCUSSION: The City is responsible for the maintenance of 26 bridges. Many of these bridges are included in regular inspections conducted by the California Department of Transportation (Caltrans). Once complete, the inspection reports are forwarded from Caltrans to the City for review and programming of the recommended maintenance items. Using these recommendations, along with additional inspections conducted by City staff, a project was assembled to address the maintenance items on Balboa Island Bridge, 38th Street Bridge, Lido Isle Bridge, Bison Avenue Bridge, Bonita Canyon Bridge, Jamboree Road over San Diego Creek Bridge, and the Goldenrod Pedestrian Overcrossing. 14-1 City Bridge Maintenance Project — Rejection of All Bids for Contract No. 7679-1 (21 R13) August 24, 2021 Page 2 At 10 a.m. on July 15, 2021, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low Beador Construction Company, Inc. $ 861,300.00 2nd Peterson -Chase General Engineering Construction, Inc. $ 1,028,390.00 A review of the bids showed a number of the individual bid items with vastly different unit price proposals. It is difficult to evaluate the appropriateness of the unit prices with only two bidders. In addition, the adopted budget for this project is $800,000, which both proposals exceeded. With the addition of a necessary 10 percent contingency, the lowest bid would be approximately 18 percent over budget. Based on the received bids, it is recommended that City staff re-evaluate the scope of the project and re -advertise a project that concentrates on the most pressing and impactful maintenance needs. Through this approach staff will only lose one to two months on the completion of this project. FISCAL IMPACT: There is no fiscal impact related to this item. ENVIRONMENTAL REVIEW: Environmental review will occur as appropriate as part of the redesign of the project and will be presented to the City Council at that time. �[0��[�I1rev The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
