The isolation has also contributed to a huge uptick in child abuse and neglect. - No one should be forcing children to take a vaccine that has no long term safety record, that protects them for only 6-8 months, and which may have long term implications for their immune system and fertility. Moreover, kids under 18 rarely get severely ill from COVID; the flu is a greater threat to them at this age, and no one has ever required kids to get the flu shot. And today information was released that clinical testing won't be complete until 2023, even though the FDA is approving the so-called vaccine, and it is still considered emergency use only for teenagers. I am in close contact with several families that are having to deal with the effects of the mask wearing and closing of schools. Some of the challenges they are dealing with totally due to closing of schools, mask wearing, no social contact, and financial pressures due to one parent not being able to contribute to the economics of their family structure due to having to stay home and babysit their children, as well as making sure that they attend their zoom classes (btw attending while playing video games) are 11 year old questioning his sexual identity, as well as his sexuality, discussing changing gender, cutting himself, and not wanting to live anymore..... these challenges all came up during the covid over reaction to the crisis. This is only one case of many that include fractured family structure due to what they are hearing on social media and from their zoom classes, drug addiction of teens, and the list goes on and on. I hope you do the right thing for the parents and children of Newport Beach and adopt this resolution. Hello, I am a mother of a 3 and 5 year old. The reason for my email today is that I truly hope you reconsider the mask mandate for elementary schools. Children have never been a threat to anyone regarding Covid and the studies are showing this to be more true each day. Additionally, the studies that have come out regarding the harm that masks do to our children is frightening. What happened to natural immunity? My 3 year old got hand foot and mouth last week and that was a complete nightmare! Meanwhile my husband had covid in December and no one else in our household got it. How is that possible if it is extremely contagious? Wouldn't it make more sense if the parent chooses whether or not to send their child to school with a mask? There is also an option for the Cloud virtual learning if a family is truly worried about Covid. As you can see from the CDC data, children are not affected by Covid. To the City Council of Newport Beach, As a constituent of Newport Beach, my husband and I are deeply concerned about the future of our schools, both public and private, concerning the mitigations carried out over the last year and a half to potentially slow the spread of COVID- 19. We know more about the nature of this virus, and that it doesn't seriously affect children, nor have they been found to be "super -spreaders." What we find alarming is the lack of parental choice in the mask and potential vaccine mandates. The evidence for safety in wearing a mask all day, everyday as well as this experimental vaccine just is not there, however I respect other parents' decision to mask and/or vaccinate their child. Another point I would like to make is that we do not know the longterm affects of both masks and the vaccine for Covid- 19. Due to specific risk factors in my family, we decided to put our children in the Cloud Campus last year. Although I thought the education through the Cloud Campus was exceptional, my children suffered significant social isolation and were very eager to get back to school. I was pleased to see that the Newport Mesa School District would be following California Department of Public Health and CDC recommendations for universal mask use to mitigate the spread of COVID-19 and ensure that our children can safely return and remain in school. I also communicated with our school principal and was assured about these measures. I am now shocked and concerned that the Newport Beach City Council would consider intervening and limiting universal mask use. Please consider the following points: 1) The WHO absolutely recommends mask use in children 6-11 years of age. They actually specifically recommend mask use if "there is widespread transmission" and when one "cannot guarantee at least a 1 -metre distance from others'. even in vaccinated individuals >12 years. The school is not enforcing mask use outside the classroom; so the concerns about mask use during exercise is moot 2) Extended mask use is NOT associated with any health impairment — there are multiple studies refuting this claim In addition. conceivably children were wearing masks all school year last year as well and I have not seen any data about increased respiratory illness related to mask use thus far 3) Unfortunately. what we have seen is an increase of inpatients at CHOC with COVID-19 infection over the summer related to rising community rates (county rates now similar to Nov 2020 and inpatient numbers similar to Nov -Dec 2020) and 0-18 year olds constituting a large portion of new active infections Although the risk of death and hospitalization is quite low, children CAN develop severe disease due to COVID-19 There have been 5000 children with COVID-19 admitted to CHOC over the last 18 months and nearly 80 patients (most previously healthy without any specific risk factors) diagnosed with MIS -C is multi system inflammatory disease that did not exist prior to 2020). 4) While I completely understand the concerns about the mental health and social development of our children. we have a much better chance of keeping the children in school without large gaps if the transmissibility remains low within the school. If no mitigation efforts are done. we will likely experience continued class and school closure as is being experienced in other parts of the country which will completely defeat the purpose of opening the schools. 5) California Senate Bill 276 mandates vaccines for children without medical exemptions in the public school system. While COVID-19 vaccines are not currently being required there are already limitations of what parents deem 'in their child's best interest' when it comes to the public health of the entire school community. 6) There is good data from the 2020-21 school year related to mask use in schools. In an important study published in the journal Pediatrics in April 2021. the authors found that after studying 100.000 teachers and students during high transmission rates. schools were in fact quite safe with minimal transmission if masks were universally used This study and others like it is what has dictated the recommendations for mask use from the American Academy of Pediatrics There has been no other situation than our current and ongoing crisis in my lifetime that exemplifies the utility of public health We have done well as a community overall because we have followed scientific guidelines. I am a parent of three children who have attended/or are attending schools in Newport Mesa Unified School District, and have always had confidence in the district to place the safety of our children as top priority. This resolution would serve to undermine the ability of the school district to implement and enforce public health measures which would protect all children and individuals whom the children have contact with, including vulnerable people in their families. The concept of "choice" is at first glance a positive one, but I encourage you to consider how one parent's choice to allow his/her child's go to school unmasked can lead to disastrous consequences for other families, who did not have a choice in preventing these consequences. With the Delta variant emerging as the dominant strain, there is limited knowledge of how children will be impacted. The measure claims that "children are less likely to be symptomatic COVID-19 than adults," but Children's Hospital of Orange County, for example, is reporting inpatient COVID cases at numbers which resemble the rates we saw during the surge of winter 2020. It makes little sense at this point in time, given the risks and uncertainty, to roll back simple safety measures. The resolution cites the negative mental health impact of mask wearing. As a practicing clinical psychologist, I am acutely aware of how REMOTE schooling has had a negative impact on children's mental health. In order to keep schools open, and minimize transmission rates, the easy, inexpensive, practical option is to mandate masks in classrooms. Negative mental health impacts related to mask -wearing are, frankly, insignificant when contrasted with the greater health risks of not wearing masks. The resolution claims that vaccinations have been available for individuals 12 years and older who wanted it, but it is an obvious oversight that the vast majority of students at any elementary school are ineligible for the COVID vaccination and thereby fall into a vulnerable status. I urge you to stand by CDC guidelines, which strongly recommended indoor universal mask wearing when indoors. Please consider the health of ALL children as you cast your vote. We are counting on your courageous stance as we send our children back to these wonderful public schools. Dear Newport Beach City Council Members, I request that you vote "NO" on Agenda item No. 3 — Resolution No. 2021 -69 for the following reasons: Fact: Newport- Mesa Unified School District (NMUSD) schools open for the 2021-2022 school year on Monday, August 23 Fact: Students Admitted to TK/K -12 require, by state law, multiple Vaccines/immunizations for entry into schools in the State of California Fact: Cases of Covid-19 continue on the rise in OC and Newport Beach with this fourth wave Fact: Children under age 12 are not eligible to be vaccinated at this time and vaccination rates for those between 12 and 17 remain relatively low according to The American Academy of Pediatrics. Fact: According to OC Deputy Health Director, Chinso-Kwong, on Friday, the current surge is predominately among youngerpeople, who have received fewer vaccinations. The case rate in children and teens is the highest among 15-18 year-olds. Fact: Pediatric hospitalizations are at the highest point since the Department of Health and Human Services started tracking them last year Fact: This resolution relies on outdated information from the World Health Organization (WHO) and UNICEF. The guidance WHO posted was dated August 2020, over a year ago, and before vaccines were available. The guidance, which the resolution does not site is the very first sentence which states: "WHO advises that people always consult and abide by local authorities on recommended practices in their area." Fact: Current guidance from the California Department of Public Health is for "all students to wear masks inside classrooms. " Fact: The American Academy of Pediatrics press release dated July 19, 2021 recommends in-person learning and "urges all who are eligible to be vaccinated to protect against COVID-19." Fact: The American Academy of Pediatrics press release dated July 19, 2021 further recommends "that everyone older than age 2 wear masks, regardless of vaccination status." Fact: The City of Newport Beach has no jurisdiction over NMUSD Fact: The Orange County Board of Education's (DCBE) Lawsuit against the state's mandate for masks in schools was denied by the California Supreme Court this past Wednesday. Based on the facts above, the City Council of Newport Beach has a factually incorrect Resolution and has no jurisdiction over NMUSD or any private schools in the city and is not taking into account the reality of COVID-19's current impact in our community and medical experts advice. Now that summer camps are back and schools are poised to reopen, delta has begun its surge in this country. Since the beginning of July, I have seen more children with Covid than at any other time since the beginning of the pandemic. As hospitalizations and deaths lag weeks behind infections, we have not yet seen delta's full effect on our children. At the same time, we are seeing a resurgence in other respiratory viruses, particularly RSV. This is not the time to drop mandates on masking. For those who would argue that masks are not effective, for the first time in 20 years of practice, I saw zero cases of influenza and RSV last winter. The data is compelling in demonstrating the efficacy of masks in reducing the transmission of airborne viruses. We all feel passionately about freedom and choice, and protecting those freedoms are the foundational principals of our country. But this is not a matter of passion, this is a decision to be made in the interest of public health, based on the science and data. My comment is related to Resolution No. 2021-69 on the agenda, entitled "Supporting Local Schools as they Return to Normal and Parental Choice in Deciding Whether Children Should be Masked or Vaccinated At School." As a longtime resident of Newport Beach, it distresses and appalls me to see Council Member Noah Blom put forth such a misinformed and misguided resolution for the agenda and to see that so many other Councilmen previously supported it. Even in its title, the resolution is misleading, as it incorrectly implies that schools will be returning to "normal," rather than to Covid-19 pandemic conditions, at the height of impact from the more transmissible and harmful Delta variant, when many children are ineligible, due to their age, to be afforded the protections of vaccination and, thus, must rely solely on other mitigations, such as masks and increased, improved ventilation in the classroom, for protection. It is particularly alarming that the resolution flagrantly pursues such deliberately dangerous health policies when this school year, unlike last, options to partake in regular class from home have been eliminated for children who may be particularly at risk or who may live with family members who are at higher risk of contracting the virus from children infected at school. The body of the resolution is equally devoid of: accurate facts, public health considerations, legal liability considerations from a disability accommodations standpoint (both for students and teachers) or from an employment law standpoint (for teachers), an understanding of economic impact upon parents at their workplaces when children are sent home because a school fails to aggressively combat transmission with all mitigation means at its disposal, and an understanding of the undue pressures imposed on the hospital system and its finite pool of specialized workers by failing to utilize every available mitigation strategy, including but not limited to masking and vaccination (where age eligible). Indeed, the Staff Report for this resolution has failed to provide any details whatsoever about the fiscal impact of following such a disastrous course as the one proposed by Councilman Blom, but one need only look to the potential litigation costs or hospital triage costs of such a foolhardy proposal, which fiscally should be sufficient to steer any Council Member, interested in wise and cost-effective governance, away from supporting such a deficient resolution. As to the particulars of the resolution, the first several paragraphs misconstrue the World Health Organization's ("WHO") masking guidance in an effort to undermine safety provisions put in place by the CDC and the California Department of Public Health ("CA DPH") for local children and the larger local community. Examination of the WHO statement, in full, provides, primarily, that "WHO advises people always consult and abide by local authorities on recommended practices in their area." The local authorities, consisting here of the CDC and the CA DPH, have made very clear that universal masking in school for children, aged two and over, is important to protect unvaccinated children and immune -compromised adults, for whom vaccination does not provide sufficiently robust protection, from infection and to prevent transmission both at school, at home, and in the wider community. This foundational guidance has been borne out by the American Academy of Pediatrics in its guidance for schools, which includes universal masking for children, aged two and over, as both protective of children, in light of more transmissible variants, and an important mitigation factor for controlling transmission and preventing school closures (https://ww-w.aap.org�en/pages/2019-novel-coronavirus-covid-l9- infections/clinical-guidance/covid-l9-planning-considerations-return-to-in-person-education-in-schools/). It has also been borne out by a cohort study, published in the prestigious Journal of the American Medical Association, showing that infants and young children wearing face masks during the Covid-19 pandemic experience normal respiratory functioning, without any evidence of oxygen desaturation or respiratory distress (https:Hjamanetwork.com/journals/jamanetworkopen/fullarticle/2776928). Most recently, over sixty prominent pediatric pulmonologists came out in support of universal masking of children in schools, stating that there are an abundance of high quality studies to support, with overwhelming evidence, that the benefits of masking in children outweigh any alleged risks (https://www.wsj.com/articles/masks-children-kids-covid-virus-transmission-1 1629439686). Moreover, these experts stated that harms, such as those alleged in Councilman Blom's proposed resolution, were "far-fetched speculations not borne out by evidence or peer-reviewed publications" (https://www.wsi.com/articles/masks-children- kids-covid-virus-transmission-1 1629439686). Peer reviewed studies have clearly established that children, whether symptomatic or not, can get and spread Covid as capably as adults, both to other children at school and to other family members at home (e.g., https://jamanetwork.com/journals/iamapediatrics/fullarticle/2783022). Children have been hospitalized in the thousands in the past several weeks as result of the Delta variant (https:Hdownloads.aap.org/AAP/PDE/AAP%20and%20CHA%20- %20Children%20and%2000VID-19%20State%20Data%20Report%208 5%20FINAL pdf), and of those hospitalized children, 33% have been sick enough to require pediatric ICU care as a result of Covid (https://www.cdc.gov/mmwr/volumes/69/wr/mm6932e3.htm?s cid=mm6932e3 e&deliveryName=USCDC 921- DM34906). The odds of transmitting the Delta variant are more than 1.6 times higher than for the Alpha variant, which fueled the prior wave, and the Delta variant doubles the risk of Covid-19 hospitalization, regardless of age (https://www.theguardian.com/commentisfree/2021/aug/08/america-children-unvaccinated-covid-schools). Most worrying for the health and well-being of children is that even mild or asymptomatic cases are proving to result in debilitating long Covid for an unacceptably high percentage of them (id.; https://adc.bmj.com/content/early/2021/05/27/archdischild-202 t-321882 long). Not one of the Newport Beach Council Members holds any form of advanced medical degree or has any qualifications that would render them experts in public or private health, nor have they provided any evidence that they have consulted any experts on the matter or done any sort of qualitative research that would enable them to draft anything other than the sophomoric and patently false assertions at issue here. It is wholly improper for the Councilmen to be wasting public dollars and time drafting resolutions, like the one in question, that attempt to undermine best available public health practices and endanger the welfare of school children and educators, when the Councilmen are so resoundingly unqualified to do anything other than responsibly encourage widespread implementation of masking, vaccines (to those eligible), and improved ventilation in the school setting in order to keep outbreaks and school closures to a minimum. Councilman Blom's proposed resolution and those Councilmen who previously supported it demonstrate either an inability to synthesize credible expertise and research on a critical issue that has significant bearing on the city of Newport Beach and its constituents' well-being, both presently and well into the future, or a disingenuous attempt to politicize the safety and welfare of children for deleterious ends. Either of these strongly calls into question the fitness of these Council Members for continued public service on behalf of the city of Newport Beach, and I would hope that the Council Members would strongly consider withdrawing their support from this resolution, as it certainly does not represent the will of their constituents. They all would have sent their children to Newport Mesa if they had not been so fearful of the draconian measures that the School Board favors. The Newport Mesa school district used to be the top district in the State. I believe that was because the district worked together with the parents to do what is best for the children. Slowly, the school district's policy has been succumbing to the wishes of the State and is no longer listening to the voices of the parents who know their children best. was so pleased to see that the Newport Beach City Council is looking to pass a Resolution in support of the parents right to decide what is best for their children. It can be a first step in turning back the tidal wave of state regulation and control. We have to do something or we will have fewer and fewer rights. (Even now, many in the pediatric ICU are those who are there for RSV or other issues, and then testing positive for Covid.) Again, if a parent wants a child to wear an N95 mask to school, as they have a preexisting condition and need that protection, that is their choice. Please support families who know what is best for their child. The vaccine is available to all those who are at risk of severe illness from Covid, and by taking the vaccine, even if they get infected, they are much less likely to die or be hospitalized. That is where the line needs to be drawn to uphold the foundational philosophy of this country that allows for freedom but not to infringe on the health of others in any overly burdensome way. This is the compromise that must be made, and not to force children to sacrifice learning, communication, mental health, socialization and comfort (no small matter when trying to learn!), in order for those who might get ill, even after the vaccine, to feel "safer." Other states and countries are making this tradeoff and we need to be leaders, not followers of the overly cautious CDC and AAP, who also recommend against going over the speed limit, not going in a hot tub while pregnant, taking a car seat on a plane instead of checking it, and other recommendations that most people take with a grain of salt. I cannot believe that you would consider a resolution in opposition to a state mandate that all students in CA K-12 be required to wear masks while in school. The State has also encouraged those students eligible for the vaccination for Covid-19 to get it. Both of these decisions were made following consultation with expert scientists and public health officials. Evidence has shown that the vaccinations have prevented hospitalization and deaths to those who have had them and that masks are the best means of preventing the spread to those unable to or unwilling to be vaccinated. Many adults who put off getting the vaccinations have ended up with ventilators and death and they and their families obviously regret their decision. Many children and young people are getting Covid now that there has been some openings. If we take a step back to look at the current data it is easy to see that mask wearing is not in the best interest of our children nor is it of any benefit to their heath. Not to mention the mounting evidence that actually proves how detrimental and harmful mask are. Please see key facts below: 1. MASK are HARMFUL Lab Study Reveals Deadly Pathogens Found On Children's Face Masks A group of parents in Gainesville, FL, concerned about potential harms from masks, submitted six face masks to a lab for analysis. The resulting report found that five masks were contaminated with bacteria, parasites, and fungi, including three with dangerous pathogenic and pneumonia -causing bacteria. The face masks that were analyzed were brand new or freshly washed before application, and had been worn for roughly 5-8 hours, primarily in-person schooling with children ages 6-11. One mask was worn by an adult. Almost 70% of parents noticed impairments caused by wearing the mask. This included irrationality (60%) headaches (53%) difficulty concentrating (50%) less happiness (49%) reluctance to go to school/kindergarten (44%) malaise (42%) impaired learning (38%) and drowsiness and fatigue (37%). It promotes an excessive fear of germs (phobia) and of social interaction. The reduced oxygen levels will increase anxiety, fatigue and brain fog, decrease learning capacity due to decreased oxygen to the brain, weaken their immune systems and can lead to an increased rate and severity of all types of infections, not just COVID-19. We know that children are at very low risk of complications from COVID-19. Yet, this practice of wearing face masks could potentially increase that level of risk. Teaching children good hygiene practices and that their immune system can help prevent and fight "germs" if they eat healthy food, exercise and practice good health habits would go a long way to empower them with positive and practical knowledge that they can learn and use throughout their lives. 2. Wearing a Mask is actually WORSE for the spread of COVID-19 Based on the current dataset on COVID spread in schools from Brown University Professor Emily Oster. Masked schools had a higher transmission rate than non -masked students/ schools. "In areas of high community transmission, masked school students saw a case rate (defined here as daily cases per 100,000) 37 percent higher than non -masked school students, or 19 cases per 100,000 in 'no masks required' schools vs 26 in 'masks required' schools. Even worse, staff experienced a case rate 84 percent worse in masked schools, at 19 cases per 100,000 in "no masks required" schools vs 35 in 'masks required' schools. In areas of low or substantial community transmission, students experienced no difference in case rates while staff numbers in "masks required" schools were slightly worse. Background And Questions The question of a certificate of exemption from the obligation to wear a mouth and nose cover (hereinafter referred to as "mask") is a new phenomenon in pediatric practice. Parents, educators and doctors are increasingly reporting problems and health complaints in children in connection with wearing a mask. There are no manufacturer -independent studies on the use of masks for children and adolescents that are certified as medical products for occupational safety in professional applications. In addition, due to the unknown materials used, there are no findings on the potential protective effects or side effects of the often home-made "everyday masks" worn by the majority of children. In view of the ongoing measures to contain the COVID-19 pandemic, and in particular the varying obligations for children and adolescents to wear masks in school over a longer period of time, there is an urgent need for research. Study Design And Research Methods Based on the registry of adverse drug reactions at the Paul Ehrlich Institute (www.nebenwirkungen.pei.de), an online registry has been set up where parents, doctors, educators and others can enter their observations on the effects of wearing a mask on children and adolescents. On 20.10.2020, 363 doctors on the Co -Ki study distribution list were informed about the possibility of making entries there themselves and to communicate the registry to their patients and colleagues. The data entered in the registry includes information regarding the role of the registrant, demographic data, previous illnesses, situation and duration of mask wearing, type of mask, existence of complaints from the child about an impairment via the mask, symptoms, behavioral problems, personal attitude to corona protection measures of the government and the possibility to leave name and e-mail address. A positive ethics vote from the University of Witten/Herdecke was obtained. Results By the evening of 26.10.2020, one week afterthe registry went online, 20,353 people had already taken part in the survey, with 48,657 entries. Of the survey participants, 17,854 (87.7%) were parents, 736 (3.6%) were teachers, 352 (1.7%) were doctors, and 1,411 (6.9%) were "others" (Figure S3 in the Online Supplement shows the analysis set of the entries of the first week). This article reports on the 17,854 entering parents with a total of 25,930 children and youth. The data of the entering doctors, teachers and other roles are published separately. Of the 17,854 entering parents, 6,877 (38.5%) stated that they had a university degree (bachelor, master, master's degree, diploma, state examination, doctorate), 671 (3.8%) had a master craftsman, 3,704 (20.7%) had completed an apprenticeship and 3,040 (17.0%) had a high school diploma (general qualification for university entrance) or subject -related higher education entrance qualification or technical college entrance qualification. 2,509 (14.1 %) of the participants stated that their highest educational level was a secondary school leaving certificate (In Germany: Mitt/ere Reife, Fachoberschuiereife or similar), 327 participants (1.8%) had a secondary modern school leaving certificate, and 31 participants (0.2%) stated that they had no school or training qualification. The remaining did not enter an education. The participation of contributors per state corresponds to the distribution of the population (Figure 1). The demographic situation of the children and previous illnesses among the children from the parents' point of view are shown in Table 1: the genders are equally represented with a slight trend towards boys; and 55.6% of the children were between 7-12 years of age. In 79.4% of the children it was stated that they had no previous illnesses, 5.9% had asthma and 1.8% had another lung disease. Furthermore, there was the possibility of free text entries on other previous illnesses, which was used by 8.6%. Page 6/13 The frequency distribution of the above-mentioned side effects associated with masks is similar in the different age groups, with headaches, concentration difficulties, discomfort, learning difficulties and drowsiness / tiredness being the most common (Table 3). Other complaints were described in the free text. First of all: 269 entries on worsened skin, especially increased pimples, rashes and allergic phenomena around the mouth area up to fungal diseases in and around the mouth. There were 151 entries on nosebleeds, 122 entries on school displeasure up to school anxiety / refusal to attend school, 64 entries on increased sweating, 52 entries on pressure points and wounds behind the ears, 46 entries on sore or cracked and partly bloody lips, 31 entries on increased migraine attacks in frequency and severity, 23 entries on impaired vision, 13 entries on aphthae. Table 3 shows the classification of a possible health impairment of the children, as assessed by the parents. Table 4 shows further behavioral problems in the children, above all with 60.4% an increased irritability, 49.3% less happy children, 44% children who do not want to go to school anymore, in each case children in the age category 7-12 years are affected most. In 25.3% of the children it was stated that they have developed new anxieties (Table 4). In addition, 2,672 entries in this question alone mention explicit specifications of anxiety orthe reappearance of several anxieties in free text entries. In addition to a general fear of the future, the fear of suffocation even with a mask, as well as the fear of death of relatives through corona, is most frequently represented. In addition, there is the fear of stigmatization both by wearing and not wearing a mask in the social environment. Many parents also report nightmares and anxiety disorders that relate to masked people whose facial expressions and identity are not recognizable to the children. A detailed evaluation and publication of the free text entries is planned. According to the status report of the Robert Koch Institute (RKI) of October 25, 2020, there were a total of 429 181 reported infections in Germany, with an increasing trend, of which 8 764 (3.6% of the reported) were under 10 years of age and 16 548 (6.7% of the reported) were between 10 and 19 years of age [1]. This is less than the number of children reported in this registry within one week. It is still unclear whether children are less likely than adults to be infected with SARS-CoV-2 and transmit the infection to adults in such a way that the latter become seriously ill [2- 5]. However, it has been shown that the majority of infected children, especially up to the age of 10, develop no or only mild symptoms [6-9]. In rare cases, children up to the age of 10 years develop severe courses of the disease. The one child and two adolescents who have died of COVID-19 (as of 25.10.2020, not yet described in detail by the RKI) had chronic pre-existing conditions [10, 11]. In Europe, children under 10 years of age rarely seem to be spreaders in this infection process, although data from India, a country with a different hygiene background, do ascribe a certain transmission role to children (although without differentiation between 5 -year-olds and 17-year-olds) [12]. A Scottish study of 300 000 households found that the more children in the household, the less likely adults are to be hospitalized with COVID-19 [13]. A recent study suggests that children emit less aerosol when singing and talking than adults [14]. Based on our data, it can be said that the effects of compulsory masks on the quality of life and presumably also on the health of individual children should not be ignored by politics and society. While many children tolerate the mask relatively easily, there are clearly children who cannot be expected to wear a mask in good conscience, especially when the effectiveness of the mouth and nose protection in smaller children is questionable. Parents, teachers and doctors report stigmatization, exclusion and aggressive behavior towards children who do not wear a mask for psychological or medical reasons. Inappropriate use of masks, which tends to be the case in children, may increase the risk of pathogen spread and transmission through the increased tendency to put their fingers in their face, and may thus be worse than not wearing a mask at all in some cases [15]. Looking at the symptom spectrum of the complaints, 66.1 % of the interviewees show a clear and broadly diversified burden of complaints, both in the physical (rashes, headaches, etc.), as well as in the mental (fears, irritability, etc.) and intellectual (concentration disorders) areas in the children of the interviewees. In addition to acute health impairments with, in individual cases, significantly experienced health impairments, the long-term effects on the various developmental areas that go beyond well-being, such as language, play, learning, communication, sensomotoric development and empathy of children are difficult to assess. The often mentioned headaches and concentration difficulties should be seriously explored in their importance for cognitive development. It is noticeable that the distribution of complaints fits well with the age of the children (Tables 3 and 4), which supports the plausibility of parental input. Direct effects of indoor CO2 concentration on cognitive functions have been demonstrated [16]. This is not directly transferable to the air breathed underthe masks, but increased CO2 concentrations could occur under some mask types. This may be particularly true in small children with large fabric masks, Page 10/13 which sometimes have a thicker material and which were used particularly frequently by the children in the registry (65.2%). Families are currently free to choose their children's mask type according to the thickness of the material and thus there is still a margin between breathable and multi -layer, rather airtight models, yet the problem remains that parents, regardless of whether or not they themselves approve of the corona protection measures, can overburden their children through ignorance or fear of infection by using masks that are inappropriate for their child. A benefit -risk analysis is therefore called for. However, this is complicated by the fact that the study situation is extremely weak both in terms of benefits and risks. Both the calculations of a benefit from masks and almost all studies of the risks of masks are based on adults. It must also be assumed that the SARS-CoV-2 protection standards for schools, such as those of the German statutory accident insurance, are not known everywhere [17]. In particular, they contain recommendations on recovery times when wearing masks for schoolchildren with short breaks and, at the latest after three hours of wearing, a subsequent recovery time of 15-30 minutes [17]. Limitation of the results: Even though the rapid development of the registry and the high number of participants within a few days is impressive, this first evaluation of the Co -Ki mask registry has limitations. The fact that 38.5% of the participants indicated a university degree could be an indication that the registry was not equally accessible to all groups of people as an online version and due to its complexity. All online registries have this problem. A reporting bias (also with regard to the preferential documentation of particularly severely affected children) cannot be ruled out. In addition, the link to the registry was also found in social media forums, among other places, which criticize the government's corona protection measures in principle, which is partly reflected in the results of the query on attitudes to the government's corona protection measures. At the same time, other participants reported that their children had no complaints. Both the gender distribution and the distribution of participants according to federal states, as well as the distribution of symptoms according to age, speak in favor of the data being representative for the German population of children. With a few exceptions, the data sets in the free text entries reflect differentiated, sincere parents and, taken as a whole, provide a balanced overall picture with a plausible spectrum of symptoms and a comprehensive description of the impairments observed in children in connection with the mask. The hundreds of incoming e-mails to the study initiators, including questions about the existence of the registry, specification and completion of the entries made by participants, detailed case descriptions and suggestions for further research, are a further indication of the high relevance of the topic and the honesty with which many participants address the question. Naturally, an openly accessible registry can never provide a medical counter -validation of all submissions. The number of entries in the registry is continuing to increase daily. The registry questionnaire will be expanded and validated on the basis of the new symptoms entered by parents in the free text information. Conclusion Many children are subject to great challenges and families try to master these as best they can. While the proportion of people tested positive for SARS-CoV-2 and also the number of intensive care patients in Page 11/13 Germany is high in many places, we report here on a relatively small, unrepresentative problem: several thousand children who seem to suffer from wearing the mask or who may experience health problems from the mask. Our study provides the basis for a representative survey on which a precise benefit -risk analysis of mask wearing in children can be built. " Conclusion For The Practice' - A certain percentage of children and adolescents have non -negligible complaints when wearing the mask. These children should not be stigmatized. - This worldwide first registry on side effects of the mask reflects the spectrum of symptoms in children and adolescents. - A precise benefit -risk analysis is urgently required. The occurrence of reported side effects in children due to wearing the masks must be taken seriously and requires a precise clarification of the accompanying health circumstances, the situation of wearing the mask (duration, breaks and mask type) and the school situation. - Furthermore, all parents, doctors, pedagogues and others are invited to participate in www.co-ki- masken.de to document their observations on effects that occur when wearing the mask. The resolution may prolong the pandemic and promote new strains Universal mask compliance is a relatively simple and effective means to reduce infections of COVID-19 and the more we do to remain vigilant and limit opportunities for the virus to find hosts, the sooner we can end the pandemic and limit the evolution of new and more resistant strains. Exposing our children, in enclosed classrooms, to unmasked students will increase the potential for airborne transmission of SARS-CoV-2 and lead to further infections, the potential for school interruptions and shutdowns, and the continued spread of this pandemic. My 4th grader returned to elementary school yesterday and reported that approximately 80% of children wore masks while outside during break, lunch and recess, even though they were not required to wear masks while outside, suggesting that children are comfortable and accept the use of masks to protect themselves, their families and their communities. I know this entire event was a farce as the Newport Beach City Council has no authority over school districts, so why even allow this kind of activity? It is embarrassing to the community when there is yet more negative news coverage of how ridiculous the people of Newport Beach occasionally can be. I am baffled by the sentiments of these parents (some of whom I even call friends) right now when we are starting to enter more dangerous territory with this virus. I am even more baffled by elected City Council members who entertain those frustrations and seem to stoke them more than reassure, causing all of us to waste time on this ridiculous battle. What would be so nice would be if our elected City Council members would be somewhat reasonable and try to be bi- partisan when it comes to discussing this unfortunate pandemic that we find ourselves in. City members look to you for guidance, and instead of pandering to parents' fears about the dangers of wearing masks, which I think you all know deep down is necessary right now for protecting vulnerable unvaccinated children (please, please listen to the majority of your local doctors) - why don't we highlight the fact that these precautions are allowing all local kids to go back to school, not just those in private school. We are lucky right now that school is back in session, despite an even more contagious strain of Covid being passed around, and I know most parents will do anything they can right now to keep them back in school. My sons are in private school and had a great, though of course different, school year last year but were in class 8-3 each day. They were significantly happier than most of the children of our friends in public school, and I'm sorry not everyone was able to have that experience but what made it work were the masks and the social distancing and safety structures in place to help prevent Covid transmission. When kids aren't seeing their parents complain non-stop about wearing masks, they take wearing them with ease. And they really do work as numerous studies have shown. What doesn't work is maskless, unvaccinated kids passing around a more -dangerous -than -last -year virus that knocks kids and teachers out for a couple weeks at a time and can cause absolute chaos if it lets loose among the members of a classroom, shutting down school for a couple weeks and possibly endangering lives. That disruption (not to mention the virus itself) is much more dangerous to our children than any slight discomfort from wearing masks. As a homeowner in CDM and Newport Beach for the past 22 or so years, I'd really love to see Newport Beach be a place filled with happy kids and parents, without so much negativity and entitlement and the resulting poor media coverage. A big part of happy kids is regular, everyday all day in person school. Perhaps you City Council members could be leaders to the community and shed a little bit of reason to those parents who are currently so up -in -arms. I simply don't understand how any parent right now can look at the health statistics in other states and think that going without masks to school is something worth fighting for right now. What is worth fighting for is keeping our kids safely in school through this new school year, and that will take help from every member of the community. There is significant evidence that children do not need to wear masks. It is widely accepted that children are at drastically lower risk from COVID-19 than adults and have a lower chance of being infected by and transmitting the virus to others. The CDC confirms that child deaths from COVID-19 are significantly below that of a typical season of influenza, and recent studies in the UK confirm that long-term symptoms post-infection are also exceedingly rare in children. Data from schools across the US and Europe which did not implement mask requirements show infection rates as low as those which did. Despite the belief that the spread of COVID-19 is being driven by asymptomatic carriers, data continues to show that people who are asymptomatic have a significantly lower viral load and rarely transmit the virus to others. With teachers, staff and other adults all having had the opportunity to be fully vaccinated, the perceived risk of children spreading the virus to adults has been removed. Therefore, there is no public health justification for forcing children to wear masks in school. When balanced against the physical, mental and emotional harm that is now becoming evident, it is clear that masks do more harm than good. Studies have found that masks cause anxiety and depressive feelings, and impair a child's social development and ability to communicate. Over a year of data shows how unlikely it is for children to spread the virus to others so there is also no reason to quarantine healthy students who come into close contact with an individual who has tested positive for COVID-19 unless they develop symptoms. Removing students for as much as 10 days from their optimal learning environment far exceeds median incubation periods for the virus and has not shown to be effective in identifying positive cases or reducing transmission. Quarantining entire classrooms, because of perceived close contacts of dozens of children is similarly unproven and unnecessary, often costing entire classrooms of children multiple school days of lost learning. 13 Newport Beach must follow current scientific data that shows that its current requirements for masks are outdated and overcautious. We have been fighting for our parental rights over the past year and a half- and have had representatives attend all the School Board and Board of Supervisor meetings and were just placated because many of these "leaders" are unwilling to step outside the government narrative. Unfortunately, Joy missed the point of parent choice versus thinking we were there to win a mask v no mask, vaccine v no vaccine argument. Like she tells her daughters- "they" should make the decision for their kids. Parents should get to weigh the information and make the decision for their family not the State or schools or hospitals. I am sure you are all aware not all doctors are the same just like not all teachers, lawyers, accountants, etc are the same. There are many approaches and views and some continually learn while others only follow the CDC. Hence the ability to seek second opinions when it comes to your treatment options.... imagine if you had no choice about your treatment you just got whatever they thought worked most of the time and hoped it worked for you, or worse you had a choice of no treatment or one that was not shown to work and could potentially make you sick. Parents don't make decisions like that we don't view our kids as numbers, they are individuals each with unique needs and no one is in a better position to evaluate that than us. Once again our City's leadership showed courage, strength of character and conviction for personal freedoms. You gave us all some hope and reminded us how grateful we are to live here. I unfortunately was not able to make it to the meeting last night, but did watch the video of impassioned parents citing "research" that proves masks didn't work. I have two boys, 10 and 12 years old, and I don't love them any less than those parents love their own. And for this very reason, I can't sit by idly by when a small group of families choose to expose their community members to a virus that may cause lifelong repercussions on their health, as has been demonstrated by many cases, including long-haul cases of children we personally know. Is that their idea of a mentally healthy existence? We are so tired of having to accommodate those who choose to live like the world belongs to them alone; those who've traveled outside of the country and asked their kids to lie about it to the school admin and to friends last year so they didn't have to quarantine afterwards, as per the school rules, therefore exposing many kids and families at a time just to serve their own whims. Is that "freedom"? FREEDOM is not about defying the rules that make a community function as a whole. FREEDOM is not about exposing others to danger simply because one chooses to live a certain way. Yes, everyone is free to do with their body as they please, but they cannot drag the rest of us down with them. They can do it in the boundaries of their own quarters, but once out in public, it's about being a RESPONSIBLE citizen and member of a community. FREEDOM IS the ability to decide to get wasted and high, but IT'S NOT to drive under the influence and endanger others' lives. FREEDOM comes with responsibility and common sense (a word I heard being tossed left and right) and RESPECT for others. If we can't listen to science in 2021, if we can't trust the CDC guidelines to try and end this awful pandemic, if we can't respect the doctors and nurses at our beloved HOAG Hospital begging us to mask up and get vaccinated, the same doctors we run to when our kids are sick, and if we can't stand united over a public health safety issue to work together on eradicating the need for masks, then we are in a very sad state of existence over divisive politics that have nothing to do with our health and everything to do with selfishness and recklessness.
