Total compensation will be increased by 5.5%. 2. The J-1 policy will continue as requested by the Association. C - 2d3-1 3. The City has agreed to drop one (1) Library Assistant from the benchmark survey used to calculate J-1 compensation in the future. The position is currently staffed with part-time personnel. An attempt will be made to agree on a replacement benchmark before the start of 1987-88 negotiations. 4. The vacation accrual schedule will be advanced for employees having completed 12 or more years with the City. 5. A change will be made in the retiree health plan which will allow the currently enrolled spouse of a retiree to continue in the plan after the death of the retiree. f,. Both Columbus Day and the employee birthday replaced by sixteen (16) hours of personal holidays that m6y be taken at anytime during the fiscal year with supervisor's authorization. 7. Until the completion of one year of employment, employees hired after July 5, 1986 will receive only eight (8) hours of personal holidays. 11. The disability insurance limits will be increased. 12. A city wide compensation study for all miscellaneous positions has been approved by the .City Council. 13. Employees hired after July 5, 1986 will accrue sick leave at a reduced rate during the first four years. 14. New employees, will still be eligible for the disability benefits paid by the City after the same months of service as present employees. 15. Employees hired after July 5, 1986 will have their own health insurance paid by the City. However, if an employee SUMMARY OF 1986-87 COMPENSATION AGREEMENT WITH EMPLOYEES ASSOCIATION, page two wants dependent health coverage he/she will have to pay 100% of the dependent coverage in the first year; 66% in the second year; and 33% in the third year. After the completion of three years, the employee will receive the same dependent health benefit as provided to all permanent full-time employees. 16. The Personnel Director will act as the City representative in reviewing and contracting Health Maintenance Organizations. No change will be made in HMO providers unless it is to a provider with an equal or better reputation; equal or better facilities; there is a decrease in cost of 10% or more; and the present provider is allowed to bid. 17. Night differential to be paid only for hours worked after 5PM rather than from start of shift as was previous practice. A one time payment of $125 will be paid to those employees who have regularly been assigned to a night shift for at least one year as of June 30, 1986. Night shift differential increased to $0.60 per hour. 18. Dental insurance benefit maximum increased from $750 to $1000 annually. (No overall increase in cost of indemnity plan premiums.) In addition to the above, the City has notified the Association that it will establish policies concerning: gifts; accidents involving city vehicles; family sick leave; voluntary quit; and intoxication on the ,lob. The City has also notified all associations that after July 5, 1986 part-time and seasonal employees will not receive night shift differential. The City has also decided to add a drug test to the pre-employment physical. Employee share of mandatory medicare coverage will be paid by the employee. This is required by law and affects only employees hired on or after April 1, 1986.
