"I, and many other OC Veterans and families do not support Resolution 2021-72. Request it not be approved.
The estimated 200,000 Vets in OC do not deserve SECOND best final resting place mainly because Irvine
politicians have bowed to a big money developer, some "not in my back yard" residents and yes—now even to the
point of some military group leaders given up and turnimg political to go for a SECOND Gypsum! This even after
Irvine citizens voted to build it at the originally approved ARDA Great Park location—sadly and shamefully this is
still ignored by all but one of the Irvine City Council members.
Newport Beach City Council members should not "jump on that bandwagon" in support of SECOND best for
Veterans and their families."

Good Evening Elected Officials. As I stand in front of tonight .... I am asking for your help
to preserve the residential character and safety of our neighborhood . Many of us here
tonight live in District 3, Upper Newport Bay.
I moved to Newport Beach 3 years ago from San Francisco as my husband grew up
here and we wanted to raise our family in a beautiful and safe city. We bought a home
on a wonderful street, with a group of amazing homeowners and neighbors. There are
now 18 young children that live on our street and it is fantastic.
I wanted to make you aware of a concerning situation in our neighborhood. We have
uncovered that an investor and developer from San Diego has recently purchased a
property at 2555 Vista Baya with the intention of establishing a Residential Care Facility
for persons seeking mental health treatment. The property closed on July 27, 2021 for
almost $2million. When we inquired about who bought the property, a source indicated
that, quote, "the buyers were investors looking for a property where the hospital can
have tenants sleep at night and go to a program during the day. Anxiety, PTSD, Mental
Health." ...quote"These are tenants in a day program that are gone in therapies during
the day and sleep there at night."
When we contacted the City Development Department about this business, it was
unsettling to hear that it is common for these facilities to be sleeping homes with no
supervision at night. Also that these state licensed facilities usually get dual licensing for
drug rehabilitation and mental health. The new owner / developer has already
established an LLC through the state for this property. Also, unpermitted internal
demolition was started, and on 9/1 the city red tagged the property for unproper
permitting.
Of additional concern, we know of the August 26, 2021 incident, in a nearby
neighborhood, in which a "mentally ill or under the influence" person from a local
Residential Care Facility forced his way into a nearby home at 4:00 a.m. and the
intruder was shot to death by the homeowner.
Based on these facts, we are gravely concerned for the safety of our children and
homeowners should such a Residential care facility be allowed to open in our
neighborhood.
Elected Officials.... you are parents, grandparents, you are also Residents in these
neighborhoods where these facilities reside. WE need your help. We must do
something to maintain the safe, peaceful, quiet, residential character of our
neighborhood. What is a solution to prevent another problematic business from
opening? Can we look to Costa Mesa's newly adopted zoning rules on these group
homes? How can we get stricter regulation of the businesses operating these homes?
We plead with you all to help with this matter.
Lastly, I am including some pictures of our street on the 4th of July. Included is a picture of some of the
18 children having a cupcake eating contest. I hope this gives you a sense of the community and
environment we strive to create and maintain on our street and in our neighborhood. Thank you.
