TITLE: Cliff Drive Clubhouse Rehabilitation — Award of Contract No. 8695-1
(20F13)
ABSTRACT -
Staff has received construction bids for the Cliff Drive Clubhouse Rehabilitation project
and requests City Council approval to award the construction contract to A2Z Construct,
Inc. The project consists of removal and replacement of the existing deteriorated exterior
clubhouse walls, adding a new Americans with Disabilities (ADA) compliant concrete
walkway, painting the building, renovating the interior of the building, and replacing the
Heating, Ventilation, and Air Conditioning (HVAC) and lighting systems.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (a) (minor interior or exterior alterations involving such
things as partitions and plumbing) of the CEQA Guidelines, because this project has
no potential to have a significant effect on the environment;
b) Approve the project drawings and specifications;
c) Award Contract No. 8695-1 to A2Z Construct, Inc. for the total bid price of $185,750,
and authorize the Mayor and City Clerk to execute the contract; and
d) Establish $27,850 (approximately 15 percent) contingency to cover the cost of
unforeseen work not included in the original contract.
DISCUSSION:
The Cliff Drive Clubhouse, located within Cliff Drive Park, is an approximately 750 -square -
foot Community Center built over 60 years ago. The building shows signs of deterioration
including extensive wood rot in the siding and mold in the storage room. In addition, the
building lacks insulation and the HVAC and lighting systems need updating. Work to
update the building triggers necessary path of travel modifications to comply with the
ADA. The approach sidewalk modifications require the removal of a large ficus tree that
overhangs the building. The removal of the tree benefits the building by eliminating some
of the excessive shading, moisture and root intrusion issues currently present.

The project was reviewed by the Parks, Beaches, and Recreation Commission on
October 5, 2021 and recommended for approval.
At 10 a.m. on August 26, 2021, the City Clerk opened and read the following bids for this
project:

The apparent low bidder for this project, A2Z Construct, Inc., submitted a bid
approximately 8% percent less than the Engineer's Estimate of $200,750. A2Z Construct,
Inc. submitted all the necessary forms and possesses a Classification "A" and "B" License
as required by the project specifications. A2Z Construct, Inc. has successfully completed
similar jobs for public agencies including the Corona del Mar Restroom Repair Project,
Corporation Yard Fence Replacement Project, and the Grant Howald Park Restroom
Rehabilitation Project in Newport Beach.
Work necessary to complete this contract consists of replacing the exterior of the building,
painting, wood patching and repair, installing a new pathway to the building, adding a new
water fountain, replacing the wall behind the sidewalk at the park, and removing an
interfering tree. A2Z Construct, Inc. will have 40 consecutive working days to complete
the work once given the notice to proceed. Initial work is expected to begin in December
to accommodate facility programming. Tardy completion of the project will be assessed
liquidated damages at $1,500 per calendar day.
FISCAL IMPACT:
The adopted FY 2021-22 Capital Improvement Program budget includes sufficient
funding for the award of this contract. Project funding will be expensed from the following
accounts:

Staff recommends establishing $27,850 (approximately 15 percent of total bid) for
contingency purposes and unforeseen conditions associated with construction.
The project drawings and specifications will be available at the October 26, 2021 City
Council meeting or by request.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 (a) (minor interior or
exterior alterations involving such things as partitions and plumbing) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
