Dear City Council, I don't notice anything abnormal in the Concrete Replacement Program (FY 2021-22) item. But I'd like to give you a little heads up from this year's bills. Please ask all contractors to use low emission concrete. SB -596 (Becker) became a law. The bill analysis stated: "cement is also a major source of GHGs, accounting for about 7% of global CO2 emissions, and it is the second largest industrial source of GHG emissions in the state, behind only oil refineries." Though it doesn't become effective immediately, I hope Newport Beach can take the leadership with low emission concrete now. Please don't ever use recycled plastic pavement. Fortunately, SB -580 (Newman, Rubio) failed. Some of the supporters were the Plastics Industry Association and American Chemical Association. The opponents were NGOs that were concerned about more plastic pollution, particularly microplastics released from the wear and tear of the road. Thanks! Hoiyin
