Brown, City Clerk - 949-644-3005, (brown@newportbeachca.gov PREPARED BY: Brandi Goodman-DeCoud, Assistant City Clerk, bgoodman@newportbeachca.gov PHONE: 949-644-3005 TITLE: Appointment to Fill the Unscheduled Vacancy on the Civil Service Board ABSTRACT: Due to the resignation of Robyn Grant from the Civil Service Board, the City Council has the opportunity to fill the vacant position pursuant to City Council Policy A-2 (Boards, Commissions and Committees), City Charter Sections 702, 705, 710, and the Maddy Act. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Appoint 1) Edgar Oglesby, 2) Laura Cowie or 3) Brian Moore, as ranked by the Police and Fire associations, to fill the unexpired balance of Robyn Grant's term, which expires on June 30, 2024. DISCUSSION: Effective October 5, 2021, Robyn Grant resigned from her position on the Civil Service Board. Pursuant to City Charter Section 710, Ms. Grant was an appointee from a list of nominees provided by the employees in the Classified Service (Police and Fire associations). Her term was scheduled to expire on June 30, 2024. Pursuant to City Charter Sections 702 and 705, and City Council Policy A-2, the City Council's appointee to the Civil Service Board will serve the balance of Ms. Grant's unexpired term. 27-1 Appointment to Fill the Unscheduled Vacancy on the Civil Service Board November 30, 2021 Page 2 Pursuant to the Maddy Act and City Council Policy A-2 (Boards, Commissions and Committees), the City Clerk prepared and posted a Notice of Unscheduled Vacancy on Tuesday, October 12, 2021, in the City Clerk's Office, on the bulletin board in the City Council Chambers, and on the City's webpage, and published the Notice in the Daily Pilot on Saturday, October 16, 2021. As provided in the Notice, applications were accepted by the City Clerk's Office until 5:30 p.m. on Friday, November 12, 2021. Pursuant to Charter Section 710, on Monday, November 15, 2021, the three applications received were forwarded to the Police and Fire associations for their review. The associations ranked their nominations for City Council consideration as follows: 1) Edgar Oglesby, 2) Laura Cowie or 3) Brian Moore. Copies of the applications are included as Attachment A. Appointment Process Pursuant to Council Policy A-2, appointment to the Civil Service Board will take place in the following manner: A. The City Council will vote on the appointment simultaneously. The voting will be by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the City Council will cast one vote on the paper ballot. In order to be appointed, the nominee must receive at least four votes. FISCAL IMPACT: There is no fiscal impact related to this item. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). I moved to Newport Beach from Lincoln City, Oregon when I was 18. That was in 2005, my dad was a Realtor in Oregon and my mom is in the escrow industry. So I threw myself into Real Estate right away, and chose to self educate. Reading books, watching documentaries and developing an emotional intelligence through life experience which has contributed to my current skill sets. In 20071 started working with families in Newport Beach helping them find homes. My mission is to help everyone find their place in the world. I have grown to know the in's and out's of Newport Beach by street because of my 10+ years of Real Estate experience. I have developed so many meaningful relationships with families across the city and I love my job. In 2015 1 wanted to go a little deeper into the community so I applied to be a volunteer at Make A Wish Foundation. There are many volunteer roles within the foundation. The hardest volunteer role to achieve is a Wish Granter. A Wish Granter is an individual that goes to a home of a child that has a life threatening illness and understands what that Childs heart felt wish is and then makes it happen! After working very hard, I was able to become a Wish Granter. I sometimes felt that the families are helping me more than I am helping them. They all were so strong, positive and are fighters. They fueled me to be more like them. I have granted too many wishes in OC to count! I was chosen out of everyone in the entire MAW foundation to present the 6000 wish at the Make A Wish Gala with the radio host Ellen K. In 2015 1 decided that I wanted to become a member of the Newport Harbor Yacht Club because I had grown up sailing and it was such a positive experience for me as a young adult. Again, I wanted to go a little deeper into the Newport Beach culture from land now to sea! Most members of Newport Harbor Yacht Club have family members who were, I did not. So after many hours of volunteering, developing relationships to have 1 main sponsor and 5 additional sponsors over a two year period I was able to apply. It was a pretty vigorous process to say the least, multiple interviews with 3 different boards and then the last step they ask every member if they have any discrepancies with me joining. After all of that I was able to become a member and I continue to volunteer! I have been a part of the community for so long now in many different capacities that I believe I would be a great candidate to fill the seat for the Civil Service Board. I bring a complex understanding of many of the residents to the table. My own personal passion for serving would be to gear the city towards being more localized. Most people don't have a true understanding of their Constitutional Rights or the Bill of Rights. I believe it's my responsibly to prepare the city of Newport Beach with systems for the road ahead. I was hoping that the vetting processes of the two organizations I mentioned would give you confidence in my character and who I am to be considered to serve. Thank you for your time!
