Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer, atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: Balboa Boulevard Median Improvements (19R11) — Award of Contract No. 7629-2 ABSTRACT: Staff has received construction bids for the Balboa Boulevard Median Improvements project and requests City Council approval to award the construction contract to Green Giant Landscape, Inc. This project will rehabilitate the existing raised medians on Balboa Boulevard between 12th Street and Medina Way and provide new median landscaping and hardscaping improvements to match the overall concept and aesthetic of the existing medians on Balboa Boulevard. The project also includes slurry sealing the asphalt pavement on Balboa Boulevard between 12th Street and Medina Way and installing new signing and striping. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301, Class 1 (maintenance of existing public facilities involving negligible or no expansion of use), of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 7629-2 to Green Giant Landscape, Inc. for the total bid price of $1,488,767, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $150,000 (approximately 10 percent of the total bid) to cover the cost of unforeseen work not included in the original contract. 15-1 Balboa Boulevard Median Improvements (19R11) — Award of Contract No. 7629-2 November 30, 2021 Page 2 DISCUSSION: At 10 a.m. on November 9, 2021, the City Clerk opened and read the bids for this project: The City received 10 bids for this project. The low bid was 7.2 percent below the Engineer's Estimate of $1,605,000. The disparity between the cost estimate appears to be mainly due to the bid prices for project mobilization and demobilization, surveying services, traffic control, and concrete curb and gutter being less than the Engineer's Estimate prices. The low bidder, Green Giant Landscape, Inc., possesses a California State Contractor's License Classification "A" and "C-27", as required by the project specifications. A review of references for Green Giant Landscape, Inc. shows satisfactory completion of similar contracts for the City and other municipalities. The contractor successfully completed the Newport Island Park Enhancements project for the City in 2019. The proposed project includes removing the existing raised medians, median curbs, and old parking meter posts/foundations; modifying the existing storm drain infrastructure; constructing new raised medians and median curbs; installing new median hardscaping and landscaping to match the aesthetic of the existing medians between 21 at Street and 12th Street; installing a new irrigation system and landscaping in the medians; slurry sealing the roadway; and modifying and installing new street signs and pavement striping. This project from 12th Street to Medina Way is the last segment of landscape and median improvements along Balboa Boulevard that originated as one of the top recommendations from the West Newport Citizen Advisory Panel back in 2011. The first two segments along Balboa Boulevard - PCH to 21St Street, and 21St Street to 12th Street — were previously completed. Pursuant to the contract specifications, the contractor will have 80 consecutive working days to complete the work. The construction of this project was originally scheduled for Fiscal Year 2020-21. The project plans and specifications will be available at the November 30, 2021 City Council meeting or upon request. FISCAL IMPACT: The adopted Capital Improvement Program budget includes sufficient funding for the award of this contract. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301, Class 1 (maintenance of existing public facilities involving negligible or no expansion of use), of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
