November 16, 2021
I. CALL THE MEETING TO ORDER - 3:45 p.m.
II. ROLL'CALL
Present: Mayor Brad Avery, Mayor Pro Tem Kevin Muldoon (arrived at 3:50 p.m.), Council Member
Noah Blom, Council Member Joy Brenner, Council Member Diane Dixon, Council Member
Duffy Duffield, Council Member Will O'Neill
III. PUBLIC COMMENTS ON AGENDA ITEM
An unidentified speaker expressed her displeasure in the timing of the resolution before Council.
IV. CURRENT BUSINESS
1. Resolution No. 2021-118: Requesting that the Board of Supervisors for the County of
Orange Include John Wayne Airport in the Same Supervisorial District as the City of
Newport Beach
Council Member Dixon supported the resolution and noted the importance of keeping Newport
Beach and corridor cities aligned with John Wayne Airport in the same supervisorial district.
In response to Council Member Brenner's question, City Manager Leung confirmed that Newport
Beach and John Wayne Airport are in the same district on the proposed maps from the County.
Council Member Blom noted the importance of including the public's voice in this resolution.
Motion by Council Member Dixon seconded by Mayor Pro Tem Muldoon, to a) determine
this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections
15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical
change to the environment, directly or indirectly; and b) adopt Resolution No. 2021-118, A
Resolution of the City Council of the City of Newport Beach, California, Requesting that the Board of
Supervisors for the County of Orange Include John Wayne Airport in the Same Supervisorial District
as the City. of Newport Beach.
The motion carried unanimously.
VI. ADJOURNMENT - 3:52 p.m.
The special meeting agenda was posted on the City's website and on the City Hall electronic
bulletin board located in the entrance of the City Council Chambers at 100 Civic Center
Drive on November 15, 2021 at 3:10 p.m.
